Minutes of the Centerville City Redevelopment Agency/Davis Cultural Arts Center Administrative Control Board joint meeting held Tuesday, April 20, 2009 at 5:30 p.m. in the Centerville City Council Chambers, 250 North Main, Centerville, Utah.

MINUTES REVIEW
John Marc Knight, ACB member, made a motion to approve the minutes of the RDA/ACB meeting held on November 17, 2009. The motion was seconded by Mayor Joe Johnson and passed by unanimous vote of the ACB. (9-0). (Note: The RDA Board already approved these minutes in January.)
UPDATE
Mayor Russell updated the RDA/ACB Boards with a fundraising update, including the seat and paver brick efforts that are currently ongoing. The Board also watched a presentation regarding the new CenterPoint Legacy Theater organization.
BLACK BOX THEATER
Blaine Lutz, Finance Director, explained some budget issues involved with the construction of the black box theater in the Davis Cultural Arts Center. Currently there is a budget of $120,000 designated for equipping the black box facility. Mr. Lutz is recommending the RDA/ACB Board approve the installation of a tension grid ($113,500 plus an estimated $7,000 for engineering) and curtains ($7,397) at this time and wait on other additions (i.e., lighting and sound systems) until more funding is designated. The architects at FFKR also concur with this recommendation.
Mayor Johnson made a motion to approve staff recommendation to install a tension grid and curtains for the black box theater. The motion was seconded by Paul Cutler, RDA Director/ACB Board member and passed by unanimous vote of both the ACB and RDA Board.
ELECTRICITY/ADDITIONAL POWER FOR MAIN STAGE
The installation of additional power and conduit is being recommended to allow outside performing groups the ability to use their own preprogrammed sound, lighting and special effects for shows on the Main Stage. The power panels and installation would cost $38,686 if done at this time. Since there is no budget designated for this purpose, it was agreed that only the conduit would be installed at this time, which would allow the rest to be done later.
John Marc Knight, ACB member, made a motion to approve the additional funding (approximately $3,700) to install conduit for additional power to the main stage. The motion was seconded by Sherri Lindstrom, RDA Director/ACB member and passed by unanimous vote of both the ACB and RDA Board.
SEAT COVERING SELECTION
The RDA/ACB Board reviewed three different seat covering options for the new theater seats. The group discussed the warranty and cleaning recommendations for the three samples.
Larry Wright, RDA Director, made a motion to approve an additional $11,000 out of the contingency budget for the darker fabric that can be cleaned with water-based solvent. The motion was seconded by RDA Director/ACB member Lindstrom and passed by unanimous roll-call vote of both the ACB and RDA Board.
BUILDING SECURITY
Steve Thacker reported that group of local security professionals have reviewed the building plans and visited the facility to make recommendations regarding security for the Davis Cultural Arts Center. The RDA and ACB Board will receive their report and recommendations in the future.
NAMING OF FACILITY
Mayor Russell asked the RDA/ACB Board to discuss changing the name for the facility. Traditionally the project has been referred to as the Davis Cultural Arts Center, but the main uses for the theater will be mostly performing arts. Mayor Russell is recommending the name for the new facility be "Davis Center for the Performing Arts." He added that a name addition/change could be made again in the future if a sponsor/donor is found that is interested in having the facility named for them.
John Marc Knight, ACB member, made a motion to re-name the project "Davis Center for the Performing Arts". The motion was seconded by Mayor Joe Johnson and passed by unanimous vote of both the ACB and RDA Boards.
INTERIOR SIGNAGE
Blaine Lutz, Centerville Finance Director, asked the RDA/ACB Board for direction regarding interior signage. The Group agreed to defer to the professional design team's recommendations regarding interior signage.
