5:45 Work Session With Youth City Council – The City Council will meet with the Youth City Council in an informal work session prior to the regular Council meeting.  The purpose is to get acquainted and allow the Youth Mayor to report on the programs and projects the Youth Council would like to undertake during their term.  I have enclosed the Youth City Council Charter for reference during this work session.

E.1. Minutes Review and Acceptance
– The minutes to be approved are enclosed.

E.2. Summary Action Calendar
        a. Terminate warranty period – The Hogan Office Park Subdivision is ready for termination of its warranty period.
        b. Commence warranty period – The Matt Johnson site lot split is ready to begin its warranty period.

E.3. Professional Services Re: Whitaker Museum – In an earlier Council meeting I recommended the City retain the services of architect James Glascock to conduct a comprehensive assessment of improvements still needed or desired for the Whitaker Home Museum building, both exterior and interior.   Council directed staff to obtain a proposal for those services.  That proposal is enclosed.  I may receive a revised proposal by Tuesday night showing a somewhat reduced fee, depending on the status of the plans provided to Glascock by CRSA, a firm that prepared some earlier drawings for this facility.  I believe the document Glascock would prepare as a result of this assessment would be extremely valuable in guiding future decisions by the Museum Board and City Council. There is no funding in the current budget to pay for these assessment services.  Council would have to use contingency if they wish to proceed.  Council may want to postpone action on this matter until the September 21 meeting, after the Council has a chance to receive a final financial report for FY 2010 and a year-to-date report for FY 2011.  The enclosed scope of work was reviewed earlier this week by myself, Randy Randall and Paul Smith, Museum Board Chair, in a meeting with Glascock.

E.4. Mayor’s Report – The Mayor may report on a few matters.

E.5. City Manager’s Report – Lisa Summers and I recommend either Wednesday, December 1 or Tuesday, December 14 as the date for the employee Christmas dinner.  Please check your calendar before Tuesday’s meeting.

E.6. Miscellaneous Business – At this time no topics have been identified under this heading.

E.7. Briefing of Disaster Exercise Plan – The City will hold an earthquake disaster exercise on Saturday, September 25.  Paul Child, Police Lieutenant/Emergency Management Director, will brief the City Council on the exercise plan.  The Citizen Corps Council and Neighborhood Network District and Area Representatives will be invited to the meeting to hear this briefing, since they will be participating in the exercise.  Please see the enclosed excerpt from that plan. 

E.8. Emergency Management Training – The ISO 704 Course is required for elected officials if the City is to remain in compliance with National Incident Management System (NIMS) requirements, and thereby, continue to be eligible for Federal grant funding.  This training was postponed from August 31 to September 7, when it was known that the regular September 7 meeting agenda would be a short one.  

E.9. Closed Meeting, if necessary – At this time, I do not know of a need for a closed meeting, but the agenda allows for that possibility.

CENTERVILLE CITY COUNCIL AGENDA

NOTICE IS HEREBY GIVEN THAT THE CENTERVILLE CITY COUNCIL WILL HOLD ITS REGULAR PUBLIC MEETING AT 7:00 P.M. ON TUESDAY, SEPTEMBER 7, 2010 AT THE CENTERVILLE CITY COMMUNITY CENTER AND CITY HALL COUNCIL CHAMBERS, 250 NORTH MAIN STREET, CENTERVILLE, UTAH.  THE AGENDA IS SHOWN BELOW.

Meetings of the City Council of Centerville City may be conducted via electronic means pursuant to Utah Code Ann. § 52-4-207, as amended.  In such circumstances, contact will be established and maintained via electronic means and the meeting will be conducted pursuant to the Electronic Meetings Policy established by the City Council for electronic meetings.

Centerville City, in compliance with the Americans With Disabilities Act, provides accommodations and auxiliary communicative aids and services for all those citizens in need of assistance, including hearing devices.  Persons requesting these accommodations for City-sponsored public meetings, services, programs, or events should call Blaine Lutz, Centerville Finance Director, at 295-3477, giving at least 24 hours notice prior to the meeting.

A notebook containing supporting materials for the business agenda items is available for public inspection and review at City Hall and will be available for review at the meeting.  Upon request, a citizen may obtain (without charge) the City Manager’s memo summarizing the agenda business, or may read this memo on the City’s website: www.centervilleut.net.
