5:15 Council pictures – Remember to come in your best dress for a Council photograph at 5:15 p.m. prior to the work session.  Mayor Russell will be taking the photo, as he has done several times in the past.

5:30 Work Session – The Historic Sites Committee and Planning Commission have been invited to join with the City Council in a work session to discuss the proposed Historic Preservation Plan. This document will be considered for adoption as a part of the City’s General Plan under item No. 5 in the regular Council meeting.  The City Council held a public hearing on this proposed plan at its November 15 meeting, but decided to discuss the plan with the Historic Sites Committee and Planning Commission prior to adoption.  The proposed Plan can be found as an enclosure for item No. 5 in the regular meeting packet.

E.1. Minutes Review and Acceptance – The minutes to be approved are enclosed.

E.2. Summary Action Calendar
a. Cutler Subdivision Phase 5 – This subdivision is ready to begin its warranty period.
b. Appointment to Recreation District Board – This resolution will appoint Mayor Russell to another term as the City’s representative on the South Davis Recreation District Board of Directors.
c. Historic Sites Committee Budget – A slight budget adjustment is needed to fund some activities of the Historic Sites Committee.
d. Settlement Agreement – This document, which has been approved by Justice Court Judge David Miller and the Utah Retirement System, pertains to retirement coverage for the Judge in the State retirement system.  Centerville City is now contributing into a retirement account for Judge Miller. The Settlement Agreement pertains to prior years of service.

E.3. City Hall Use Policy Revisions – In an earlier Council meeting, staff recommended that wedding receptions no longer be allowed in City Hall. Since the remodel of City Hall, including elimination of the breakroom and the use of the Council room for Justice Court sessions, it has become more difficult to accommodate the special demands associated with wedding receptions. The City Council would like to hear public comment on the proposal, however, before acting.  Therefore, notice of the opportunity for public comment was given in the utility bill insert mailed this week.

E.4. Florentine Towns Subdivision Phase II Amended – The developers of this townhome residential project wish to make a minor amendment to their plat which will reduce the number of units from 60 to 59. The nature of the revision is explained in the enclosed report from the Community Development Director.

E.5. Historic Preservation Plan – The City Council will discuss this proposed Historic Preservation Plan with the Historic Sites Committee and the Planning Commission at the work session prior to the regular Council meeting.  Adoption of this document as a part of the City’s General Plan will be considered by the City Council during its regular meeting.

E.6. Update of General Plan – As requested by the City Council earlier this year, Cory Snyder, Community Development Director, has reviewed the City’s General Plan and identified areas that need to be updated. He has also recommended priorities for that updating process.  See his enclosed report as a basis for the discussion Tuesday evening.

E.7. Chase Lane Property Enforcement Issue – This matter has been discussed in several earlier Council meetings.  At the November 15 meeting the City Council directed staff to inspect the work that had been done by the owner to confirm whether it is sufficient to delay further enforcement on this property.  Cory will report on the results of staff’s inspection.  The property owners will be notified that this matter is on the agenda.

E.8.  Mayor’s Report – There are no enclosures under this heading but the Mayor will likely update the Council regarding the FY 2012 budgets for the Fire Agency and Recreation District.
 
E.9.  City Manager’s Report – I will make a report on the December 1 windstorm, including the cost of recovery efforts.

E.10. Miscellaneous Business – Council will be asked to accept an easement relating to the UTOPIA facility located on City Hall property.  This is to accommodate Rocky Mountain Power. The easement is not yet ready; therefore, it was not included on the Summary Action Calendar. A document should be ready by Tuesday evening.
 
E.11. Closed meeting, if necessary – At this time I do not know of a need for a closed meeting, but the agenda allows for that possibility.

E.12. Possible action following Closed meeting – The Mayor will recommend several appointments to City board and committees.

NOTICE IS HEREBY GIVEN THAT THE CENTERVILLE CITY COUNCIL WILL HOLD ITS REGULAR PUBLIC MEETING AT 7:00 P.M. ON TUESDAY, DECEMBER 6, 2011 AT THE CENTERVILLE CITY COMMUNITY CENTER AND CITY HALL COUNCIL CHAMBERS, 250 NORTH MAIN STREET, CENTERVILLE, UTAH.  THE AGENDA IS SHOWN BELOW.

Meetings of the City Council of Centerville City may be conducted via electronic means pursuant to Utah Code Ann. § 52-4-207, as amended.  In such circumstances, contact will be established and maintained via electronic means and the meeting will be conducted pursuant to the Electronic Meetings Policy established by the City Council for electronic meetings.

Centerville City, in compliance with the Americans With Disabilities Act, provides accommodations and auxiliary communicative aids and services for all those citizens in need of assistance, including hearing devices.  Persons requesting these accommodations for City-sponsored public meetings, services, programs, or events should call Blaine Lutz, Centerville Finance Director, at 295-3477, giving at least 24 hours notice prior to the meeting.

A notebook containing supporting materials for the business agenda items is available for public inspection and review at City Hall and will be available for review at the meeting.  Upon request, a citizen may obtain (without charge) the City Manager’s memo summarizing the agenda business, or may read this memo on the City’s website: www.centervilleut.net.
