Minutes of the Centerville City Council joint work session held Tuesday, December 7, 2010 at 6:00 p.m. in the Centerville City Council Chambers, 250 North Main, Centerville, Utah.

DISCUSSION WITH PARKS AND RECREATION AND TRAILS COMMITTEES

TRAILS

Denise Cox, Trails Committee Chair, gave the City Council an update of some of the projects the Centerville Trails Committee has sponsored or been involved with in the past year (see report attached to these minutes). Some items include new bike lane striping along 400 West, trailhead improvements (including kiosks), maintenance of trails, etc.  Some of the Committee’s goals for 2011 include sponsoring spring, winter and fall hikes, a family fun bike ride, developing an interactive website that will list points of interest, and continue work on the Bike Lane Master Plan. The Trails Committee would like additional funding for trail signage within the city and have agreed to allow their budget to provide the grant match to help develop the D&RG Rail Trail. The Council discussed some of the budget items and asked the Trails Committee to develop a budget to submit that could be considered during upcoming budget discussions.

Ongoing maintenance of the Legacy Parkway Trail was discussed. Steve Thacker, City Manager, explained that the five South Davis County City Managers have been discussing this issue with UDOT and hope to have resolution by this spring. The City Manager will continue to update the Council regarding this matter. 

PARKS

Gary Goff, Parks and Recreation Committee, reported to the Council about the Committee’s past project and programs. The Council discussed the need to review and rewrite the Parks element of the General Plan. The Parks and Recreation Committee is going to be down to only two members after the first of the year and is trying to determine how many new committee members they might need. They are also in the process of determining the scope of work they should focus on for 2011.  Once this is decided, they can determine if and/or how many new committee members will need to be appointed.

The Parks and Recreation Committee is planning on continuing the “Movies in the Park” series next summer. The Council discussed having concerts in the park in conjunction with the movies that would be sponsored by local businesses and promote local talent. Councilman Averett said he likes what Heber City is doing in their park as an entertainment program, and recommends we learn more about their program.  He offered to arrange a meeting with someone involved in Heber City’s program.  Mr. Goff will create a proposed scope of work for the Parks and Recreation Committee, with Council’s approval, to help advise interested volunteers understand what type of focus the Parks and Recreation Committee will have in the next few years. Councilman Averett offered his help to organize and audition the music groups for the summer series. The group also mentioned implementing an online scheduler that would allow citizens the ability to schedule a park pavilion for parties, reunions or other functions.

Mayor Russell thanked all the Committee members for their help and support they give the city.
