Minutes of the Centerville City Council work session held Tuesday, May 18, 2010 at 6:00 p.m. in the Centerville City Council Chambers, 250 North Main, Centerville, Utah.

CENTERVILLE CANYON DEBRIS BASIN PROJECT

Fred Campbell, City Engineer, showed the Council slides of the area where the Centerville Canyon Debris Basin will be located. He explained how the Deuel Creek Irrigation turnout will be relocated to the front of the new dam structure. The Weber Basin Aqueduct is already downstream of the dam location. Mr. Campbell showed elevation drawings of how the completed structure will look. The structure will be built to contain a 220,000 cubic yard debris flow. The Council viewed photos of the debris basin in Barnard Creek that was constructed in 1999-2000. The Centerville Canyon debris basin will look similar. Mr. Campbell also explained some roadway improvements they hope to implement with the project which include rock retaining walls along the roadway to help prevent mud and erosion. The upper road and other areas will be re-vegetated.

The cost estimate for this project is $2.15 million for the overall project. The City is asking for $1,970,000 from the County for their portion of the cost and Centerville City will commit $180,000 out of the Drainage Utility Fund for engineering design and construction management. Approximately 180 homes are located in the flood zone for Centerville Canyon. This project has the potential to remove a high percentage, if not all, of these homes out of the flood zone if the City files a Conditional Letter of Map Revision (CLOMR) or Letter of Map Revision (LOMR) with FEMA. The City must submit the plans to FEMA with a CLOMR or LOMR application.  Mr. Campbell is very confident that FEMA will reduce the flood plain.  Kirk Schmalz, County Public Works Director, confirmed that the County is on board for this project and has earmarked the funds. County staff will prepare an agreement between the City and Davis County to be reviewed and approved by both parties.

Steve Thacker, City Manager, is recommending once the agreement between the County and City is completed, the Council hold an open house for all the residents in the flood zone area to allow them a chance to review the plans and discuss any questions they have with City staff and the Council. The Council directed the City Engineer to continue work on this project and move forward with the final engineering work for the Centerville Canyon Debris Basin. Staff will bring back an agreement from the County for the Council to approve.
