Minutes of the Centerville City Council work session held Tuesday, June 15, 2010 at 6:00 p.m. in the Centerville City Council Chambers, 250 North Main, Centerville, Utah.

MAIN STREET AND PARRISH INTERSECTION
Steve Thacker, City Manager, explained Federal aid for this project has been approved for approximately $700,000. This aid will not kick in until environmental clearance has been approved for the project. The City was recently made aware that the environmental clearance has been approved and that UDOT has concluded the improvements are "warranted.” The City is ready to proceed with right-of-way acquisition and final design. The Federal funding for this project will only be available if it is completed sometime during 2010 or 2011, according to WFRC employee Ben Wuthrich.
The Council discussed some of the preliminary factors that initiated the reason for the traffic study at this intersection. Kevin Campbell, Assistant City Engineer, reviewed the recommendations from the traffic study with the Council. He explained that the traffic study has suggested two phases to this project. One of the features required by UDOT in the first phase is a median on Main Street that extends from Parrish Lane several hundred feet north and south. This recommendation has received some negative feedback from homeowners and business owners who would have limited access into or out of their property because of the median. The Council viewed an aerial map of the intersection and discussed some of the safety problems that exist now with this intersection. Mr. Campbell and the Council discussed the recommendations for Phase 2, which include a double left-turn lane onto Main Street from Parrish Lane. The traffic study states that the improvements to the intersection will be needed at some point in the future. The Council needs to determine if they want to use the funding while it is available to construct Phase 1. The Council agreed to discuss this matter further at a future City Council meeting, when staff bring back an agreement with UDOT pertaining to this project. The Council also asked staff to show them the "level of service" analysis for the intersection.
