Minutes of the Centerville City Trails Committee meeting held Thursday, January 7, 2010 at the Public Works Conference Room in the Public Works Building, 655 North 1250 West, Centerville, Utah.  The meeting was called to order at 7:00 p.m. by Chair Denise Cox.

MINUTES REVIEW AND APPROVAL

Minutes of the October 8, 2009 and November 12, 2009 Trails Committee meeting minutes were reviewed. Chair Denise Cox made a motion to approve the October 8, 2009 and November 12, 2009 meeting minutes as amended. Matt Johnson seconded the motion, which was passed by unanimous vote (6-0).         

BIKE ROUTE UPDATE

Matt Johnson reported the “No Parking” signs on 400 West near Porter Lane have been removed.  A “Share the Road” sign has been installed in its place. The Committee discussed the quality of work that Interstate Barricade provided, and they felt there was poor communication between the representatives the Committee met with and those actually doing the work.

Chair Denise Cox reported she attended a meeting with the Davis County Trails Committee earlier today, and a grant has been submitted to receive federal money to do striping for bike lanes throughout Davis County. Each city was asked to specify which routes they would like striped in their community. She also reported that the Legacy Parkway will eventually connect to the Jordan River Parkway.
 
The Davis County Trails Committee asked that cities consider an east/west bike route that could connect the Legacy Parkway to the Bonneville Shoreline Trail. The Committee agreed the best routes would be Pages Lane and Glover Lane in Farmington.

Mr. Johnson said it is planned to stripe bike lanes on 400 West and he asked when it will be done.  Bruce Cox, Parks and Recreation Director, reported that 400 West will be resurfaced this spring and the bike lanes will be restriped at that time. 

FORD CANYON TRAIL UPDATE – EAGLE SCOUT PROJECT AT EAST END OF BASIN

Bruce Cox reported that Trent Packer completed his Eagle Scout project for the Ford Canyon Trail by making steps and a trail leading out of the basin.  Robert Smith from Davis County told Mr. Cox that before people can use the trail, an easement between the County and the City needs to be approved. Chair Cox said she will write a thank-you note to Trent Packer for the work he did on this project.

Mark Austin said it appears a path has been cut in the hill on George Haddad’s property for motor bikes to go on. It also appears that people have been on his property doing improvements on the trail by the waterfall without his permission.  

2010 GOALS – CONTINUE DISCUSSION ON POSSIBLE PARADE OF TRAILS EVENT, ETC. 

The Committee discussed making a map of trails in Centerville similar to what Farmington has done in their city. Mark Austin suggested asking Royce Allen to help on this project, as Mr. Allen has done extensive research of the mountains and various landmarks in Centerville.

At   7:53 p.m., Wendy Higgins was excused from the meeting.

The Committee discussed having the trail kiosks restained this year, and trimming foliage and other maintenance along on the trails.  It is hoped that these projects could be completed with volunteer help by using the “Adopt a Trail” Program similar to what is done in other cities.

The trail hikes that have been done in the spring and fall during the past years will be continued this year. The “Parade of Trails” Program that was discussed previously will be considered for the coming year, with an introduction to each trailhead in Centerville on one Saturday. This could be in conjunction with the spring hikes.

Sam Olsen suggested an interactive map on the City website that would give instructions on Google Earth on how to get to the trailheads in Centerville and where the trails go. This type of technology is very popular with the younger generation, and would encourage more people to explore the trails. Bruce Cox said he will talk to Mike Smith, the City GIS specialist, to see what can be done.

Mr. Olsen also suggested a 5K bike race along 400 West on July 4th similar to the 5K Fun Run in connection with the festivities that are held that day. He also suggested a Centerville Bike Club where people could ride their bikes with a group each Saturday in the summer to different locations.

At 8:12 p.m., Sam Olsen was excused from the meeting. 

The Committee would like to have the Frontage Road striped for bike lanes in 2010.  Bruce Cox said he will follow up on this item.

OTHER BUSINESS

There will be a Trails Extravaganza held on January 16, 2010 at the Davis County Fair Grounds. There will be booths for each city in Utah to display their trail maps, and there will be drawings for prizes. The Trails Committee will have a large easel map of Centerville trails on display, and a flyer advertising the spring hikes on April 17th and May 1st. This activity is being sponsored by the Back Country Horsemen of Utah. 

The budget for the Trails Committee will need to be considered soon, as the City Council will be discussing the City budget in the near future. Bruce Cox, Parks and Recreation Director, discussed the Parks Capital Improvement Master Plan that was emailed to each Committee member. The only source of income at this time for the Trails Committee is from park impact fees. 

NEXT MEETING

The next Trails Committee meeting will be held on Thursday, February 4, at 7:00 p.m. at the Public Works Building.
