Minutes of the Centerville City Trails Committee meeting held Thursday, November 4, 2010 at 7:00 p.m. in the Public Works Conference Room in the Public Works Building, 655 North 1250 West, Centerville, Utah.

MINUTES REVIEW AND APPROVAL

Chair Denise Cox made a motion to approve the October 7, 2010 Trails Committee meeting minutes as amended. Lee Vanhille seconded the motion, which was passed by unanimous vote (4-0).   

BUDGET ITEMS

Bruce Cox, Parks and Recreation Director, reported the Denver & Rio Grand Trail that has not been completed in Centerville will be paved through Centerville next.  There is a grant that will pay for a portion of the paving costs, with Centerville’s portion for the matching grant being $20,374. The UTA owns the Denver & Rio Grande right-of-way, and the trail will continue to Brigham City. Steve Thacker, City Manager, told Mr. Cox that if the Trails Committee approves the grant match for Centerville’s portion of the project, the $50,000 loan from the City’s general fund to the Trails Committee may be forgiven by the City Council.

Mark Austin made a motion to approve the grant match of $20,374 for the installation of the Centerville section of the Denver & Rio Grande Trail, and that the money will be taken from the Trails Committee budget, and the City Council will be asked to forgive the loan from the general fund of $50,000. Chair Denise Cox seconded the motion, which was passed by unanimous vote (4-0).

Mark Austin suggested more streets in Centerville have bike lanes striped, the same as 400 west. This will make it safer for cyclists, especially children.  Bruce Cox suggested the committee get a cost estimate for more bike lanes to be striped, and then submit a proposal to the City Council for approval.

REPORT ON VOLUNTEER TRAIL PROJECTS

Bruce Cox, Parks & Recreation Director, reported that Ethan Overbough is planning on  completing his Eagle Scout project that includes installing four signs on the Ford Canyon Trail. Derrick Ashelman stained two bridges on the Ford Canyon Trail and two kiosks for his Eagle project. Ian Harr completed his Eagle Scout project by staining trail kiosks at various trailheads and the bench at the Rockwood trailhead.

ANNUAL INFORMATION GUIDE

Denise Cox reported Lisa Summers is requesting Trails Committee information for the 2011 Annual Information Guide.  The Committee agreed there will be a winter hike (snowshoes) in Deuel Creek Canyon on February 5th at 9:00 a.m., a spring hike in Deuel Creek Canyon on April 30th at 9:00 a.m., and a fall hike in Parrish Canyon on September 15th at 9:00 a.m., which the County will be invited to attend. There will be a family fun bike riding event on the Legacy Parkway Trail on June 18, 2011 beginning at 8:00 a.m. 

LEGACY PARKWAY TRAIL CENTERVILLE SEGMENT

Bruce Cox, Parks and Recreation Director, reported Davis County has offered to maintain the Legacy Parkway Trail by trimming vegetation along the sides of the trail, and if the cities will each pay for their share of the cost of maintenance. The County will cut the weeds and vegetation back, but they will not collect litter.  The Committee suggested that “trail chiefs” be assigned from each city to collect litter.
 
MISSION STATEMENT

This item will be discussed at the January 2011 meeting.

WORK SESSION

The Trails Committee and the Parks & Recreation Committee will have a work session with the City Council on November 16, 2010 at 5:30 p.m. at City Hall.  The purpose of this work session is to discuss the future of the Parks & Recreation Committee, and to inform the City Council what the Trails Committee has accomplished and their future goals.

MISCELLANEOUS

The Legacy Trail is now connected to the Jordan River Parkway.  A ribbon cutting celebration will be held on November 19 at 2:00 p.m., in North Salt Lake where the connection will take place. Trails Committee members are strongly encouraged to attend this event.

A map of all the trails in Centerville will be planned for the City’s website and Google Earth.  Each trail will have its own dedicated page that will describe the difficulty of the trail, length of the trail, elevation, etc.

The next Trails Committee meeting will be held on Thursday, January 6, 2011 at 7:00 p.m. at the Public Works Building, 655 North 1250 West.
