Centerville firm wins rec contract

Bountiful pools, ice sheet to be finished as early as May 2006

BOUNTIFUL -- South Davis residents could be swimming in new pools and skating on new ice rinks in little more than a year, according to the timeline set forth by the newly chosen contractor for the South Davis Recreation Center.

Hogan and Associates Construction, a Centerville company, was awarded the $20 million contract Monday following presentations to the district board by the three finalist contractors for the job.

The eight-member board elected to use a construction manager/general contractor process, rather than the traditional design bid build. The process is expected to minimize change-order costs during construction.

The two other finalists for the contract were Big D Construction and Okland Construction.

Twenty-five percent of Hogan's work history is recreational facilities. An additional 56 percent has been on educational facilities, said company President Mike Hogan.

That experience contributed to the company's selection for this project, said Bountiful Mayor Joe Johnson, chairman of the district board.

The recreation center, which will serve residents of Bountiful, Centerville, North Salt Lake, West Bountiful and Woods Cross, will be built in conjunction with the Davis School District. The center will include a gym for exclusive use by students at Bountiful Junior High School, which is adjacent to the center site.

"The amount of work they (Hogan) have done in our community in terms of the school district ... was the ultimate thing," Johnson said. "No one from the district had anything but positive things to say about them."

Hogan provided the most aggressive timetable of the three construction companies, expecting the recreation center's ice sheets and swimming pools to open to the public as early as May 2006. The rest of the center will open by July 2006, said project manager Dennis Forbush.

Construction manager fees for Hogan were nearly half those for the other finalists, though the board did not consider pricing until after ranking the three companies. The district will pay Hogan $245,000 in management fees.

The board was also impressed with Hogan's forethought in budgeting for proposed extensions to swimming pool lanes and other possible additions to the center's design, Johnson said.

"That signals to me they will be very comfortable to work with," he said.

Many on the Hogan crew have strong ties to Davis County.

"My grandchildren took swimming lessons at the 'Bubble,' " Hogan said of the current recreational facility in Bountiful.

"This is home for us."

Hogan said he is excited for his company to begin the project.

He won't have to wait much longer.

The company will have its first meeting with the district's architect this afternoon.
