Minutes of the Centerville City Council/Planning Commission joint work session held Wednesday, March 29, 2006 at 7:00 p.m. in the Centerville City Council Chambers, 250 North Main, Centerville Utah.

GENERAL DISCUSSION REGARDING PLANNING PRIORITIES
Business Park and Surrounding Area
Mayor Russell reviewed a copy of the letter that was sent to business/property owners west of I-15. This letter was sent to notify them of the initial planning stages underway to address the impacts that Legacy Highway will have on the existing Business Park and surrounding properties.
Hillside development Concerns and Main Street Planning Project
Mayor Russell reviewed a timeline for preparation of the Draft Environmental Impact Statement (DEIS) for the Bus Rapid Transit/Light Rail Transit (BRT/LRT) project in South Davis County. The alignment of the proposed BRT/LRT will have impacts on Main Street. The initial study done over the past two years, entitled “South Davis Transit Needs Analysis,” will be available for any Council or Planning Commission members who are interested. UDOT, UTA and Wasatch Front Regional Council will all be involved in the DEIS process, which will take an estimated 18-20 months. The DEIS is funded with State money committed as a part of the Legacy Parkway settlement.
WEST CENTERVILLE GENERAL PLAN UPDATE
Cory Snyder, Community Development Director, reviewed a timeline for updating the General Plan for the west side. This timeline may be altered somewhat because the Assistant Planner is taking another position and will leave in April. Mr. Snyder is hoping to have recommendations from the subcommittee finalized and to be able to hold public hearings regarding the General Plan by early fall 2006.
Legacy Highway can significantly affect the Business Park area and staff has been following the Legacy development process carefully. There will likely be a Scenic By-way Corridor Management Plan used by all the communities along the Legacy alignment to create an overall aesthetic plan. This can affect the General Plan for the Business Park and surrounding area. The City Council and Planning Commission discussed the possibility of a development moratorium in the Business Park area until this planning process has been completed and guidelines put in place.
DISCUSSION REGARDING POSSIBLE WEST SIDE DEVELOPMENT MORATORIUM
Mr. Snyder discussed various parcels of undeveloped land that would be affected by a moratorium. He has spoken with some of the property owners in this area regarding development. There has been some discussion of various types of development in the area west of I-15, but many property owners would not want to proceed until the Legacy Highway is constructed. There are some parcels west of the Parrish Lane overpass that owners may want to develop prior to the completion of Legacy Highway. The Council and Planning Commission discussed whether this area would need to be protected by a moratorium to allow staff proper time to update the General Plan for this area. The group discussed various types of development that could occur in this area. Mr. Snyder was directed to contact the property owners of the affected area west of Parrish Lane overpass prior to the next City Council meeting to inform them of the discussion and possible moratorium to gather their input. He will report back to the Council at the next regular meeting.
OPEN DISCUSSION
Hillside development and flag lots are other topics to discuss at future joint work sessions.
Mayor Russell provided the Council and Planning Commission with concept renderings of lighting and design elements that could be incorporated in the Parrish Lane Gateway design plan.
UDOT
Steve Thacker, City Manager, met with UDOT officials regarding 1250 West and the Parrish Lane interchange. UDOT recently agreed to put Parrish Lane at grade with a trailhead and to build the 1250 West overpass. Funding has become an issue with UDOT and they are now proposing to build Parrish Lane at grade and to improve the sheep road down to 1375 North to allow for access and circulation and omit the 1250 West overpass from the plan. The City Council and Planning Commission’s general consensus was that the earlier agreement to develop the 1250 West overpass and have Parrish Lane at grade is preferred even if the trailhead is not included at this time. The Mayor and staff will convey this message to UDOT representatives and report back.
