Minutes of the Centerville City Council Work Session held Tuesday, June 20,2006 at 5:00 p.m. in the Centerville City Council Chambers, 250 North Main, Centerville Utah.

PORCUPINE RIDGE PIPELINE PROJECT PRESENTATION BY HOLLY ENERGY PARTNERS (HEP)


The Council and Holly Energy representatives introduced themselves. Jim Townsend, HEP Vice President, lead the presentation on the proposed pipeline project. He gave a history and background of HEP and its existing facilities. HEP is located in many areas in the lower western states, New Mexico, Arizona, Texas and Oklahoma, as well as sites in Washington, Idaho and Utah. Mr. Townsend expressed that HEP is a supportive partner with the cities they are located in and have financially supported improvements to those communities.


Jim Townsend, HEP Vice President, explained this proposed pipeline is crucial to HEP operations and growth for the future. Mr. Townsend stated that constructing a pipeline for oil delivery to the Woods Cross refinery is a more economical and safer delivery option than other alternatives such as trucking. No specific route has been determined at this time. HEP is willing to work with surrounding communities to determine the most preferred pipeline route. HEP considers many factors when determining a pipeline alignment i.e., seismic conditions, terrain, other environmental concerns, etc.


The proposed pipeline will be a 12_inch pipe that can hold 3200 Ibs of pressure with a much higher safety factor than required by law. The system will have a series of pressure relief valves and safety monitoring devices to evaluate oil delivery, as well as any anomalies that have been created in the pipeline. Mr. Townsend explained how the pipeline will be maintained and monitored to check for leaks and defects in the pipe. The main control center for HEP is located in Artesia, New Mexico. This pipeline will have the capacity to deliver up to 60,000 barrels of crude oil per day and is estimated to be a $50 million dollar project. This project will be 9 to 12 months in the construction stages completed by 2007.


CITY STAFF PRESENTATION


Steve Thacker, City Manager, reviewed a map of one of the proposed alignment routes which is along the mountain side. Randy Randall, Public Works Director, explained why staff is not supportive of the mountain side route and would support another alignment along Pages Lane, if determined to be acceptable. Some of the reasons against the mountainside alignment are, terrain issues (crossing canyons), steep slopes, debris flows, scaring of land, crossing well recharge areas, devegetation of area and earthquake damage potential. Some advantages to using Pages Lane are the width of the existing roadway, it is a more direct route, and it would have less impact to the City as a whole because it is mostly a commercial area with limited impact to private residences. Steve Thacker, City Manager, advised the Council to allow HEP to study the Pages Lane alignment to determine the feasibility. Fred Campbell, City Engineer, added that past flood history suggests a mountainside alignment can pose many safety issues because it crosses several canyons in Centerville. Historically these canyons have had several debris flows. A similar debris flow in the future could significantly damage the pipeline.


QUESTION AND ANSWER SESSION


HEP representatives responded to questions from staff and Council regarding water usage, operational capacity, multiple jurisdictional challenges, public process, longevity of the pipeline, etc. HEP representatives will study the Pages Lane alignment as recommended by City staff and research answers to some of the questions and report back.
