Minutes of the Joint Centerville City Council and Planning Commission work session held Tuesday, August 1, 2006 at 5:30 p.m. in the Centerville City Council Chambers, 250 North Main Street, Centerville, Utah.

WEST SIDE PLAN
Cory Snyder, Community Development Director, suggested a public process for updating the west side section of the General Plan. He suggested including the steering committee (Councilman Allen, Councilman Dellastatious, Planning Commissioner Duncan, and Planning Commissioner Sanderson), stake holders, planning specialists, and the general public in this process. He hopes this process will generate some conceptual ideas for the west side. These concepts could then be narrowed down and a preferred concept could then be voted upon as law requires. He sees this process beginning in mid-September and wrapping up by the end of the year. The amended west side portion of the General Plan would then be ready for adoption by January 2007.
Mr. Snyder said the City does not wish to impose a moratorium while this process is being completed. He said City Ordinance does not give vested rights under conceptual approval. This may give the City the ability to control development over the next few months or until a land use plan can be established. He said until Legacy is closer to completion he does not believe there will be a lot of applications turned in.
Mayor Russell expressed concern over the time it will take to move through this process. He suggested breaking the work up into sections and tackling those sections that are most pertinent first. This may expedite the process.
The Council and the Commission discussed the pros and cons of dividing the work and how it would affect stake holders, the public, and City staff. Mr. Snyder said 5-6 months is the norm for such a project. He explained it takes time to notice meetings according to State law, but said that the entire west side plan can be ready for adoption by January 2007. He said Centerville is unique in that they are the only city that has developable land west of Legacy. He agreed some sections of the west side may be more pressing but that the entire plan needs to be accomplished at once in order to establish continuity.
The City Council, Planning Commission, and staff agreed this process should begin as soon as possible. They agreed the steering committee would have their first meeting on August 16, 2006 at 7:00 p.m. Mr. Snyder will also create a timeline calendar for the entire process and distribute it to the City Council and the Planning Commission.
Legacy Parkway Scenic Byway Corridor Management Plan
Cory Sndyer, Community Development Director, explained he is supportive of the City participating in the Legacy Parkway Scenic Byway Corridor Management Plan. He said the City’s share of the cost ($6,680.00) is reasonable and far less than it would be if the City were to solicit their own study. He explained this study will help establish and regulate the appearance of the corridor through signage, landscaping, and building architecture.
The City Council and Planning Commission discussed the pros and cons of participating in this study and agreed it could be beneficial. At 6:55 p.m. the work session was adjourned.
