Please remember that UDOT and UTA are hosting an open house about the South Davis Transit Study, from 5:00 to 7:00 p.m prior to the Council meeting. This open house is the result of a request from City officials that UDOT/UTA give our residents an opportunity to learn about the study process and comment on the information gathered so far.
Regular Council Meeting
D. Commendation and Awards - Police Lieutenant Paul Child will be recognized for 20 years of
employment with the City.
F.1. Amendment of Pineae Village Subdivision Development Agreement - The Planning Commission recently approved changes to the theme and architectural elements for the Pineae Village Subdivision. Since the theme and architectural elements are one of the subjects addressed by the Development Agreement, the City Council must now consider whether to amend the Development Agreement to allow these changes in the project.
F.2. Public Hearing re: Historic Sites Committee Ordinance - The Planning Commission has forwarded their recommendation to amend the Zoning Code pertaining to the Historic Sites Committee, including the number of members and a few other revisions. This amendment would reduce the size of the Historic Sites Committee and eliminate the designation of a Planning Commissioner as an ex-officio member of that committee.
F.3. Smart Subdivision - The Planning Commission has recommended approval of the final plat for this three-lot subdivision on north Main Street.
F.4. K&R SAMCO Commercial Subdivision Storm Drain Issues - is is a follow up from the last Council meeting in which the developer/property owner contested the recommended cost sharing of a storm drain extension to serve this property. I am hoping to meet with these parties on Monday or Tuesday and have a recommendation ready for the Council meeting.
F.5. Proposal Re: Removal of Cemetery Trees - This matter was mentioned to the Council last year, but has been on a back burner until now. In my opinion, if we do not remove the trees along the west boundary of the cemetery, we will be accepting a serious liability for these trees to be blown over onto the new homes being constructed in the Hidden Acres Subdivision. I will have cost information for the Council to consider at the meeting.
F.6. Freedom Hills Park Bid Award - Bids are being opened on Friday afternoon, April 13. Therefore, the bid results may or may not be included in the packet. These bids are for the construction of a pavilion and restrooms at the Freedom Hills Park. A similar bid for a pavilion and restrooms at the Porter-Walton Park will be brought to the City Council in a couple of months.
F.7. Discuss Recycling Options - Blaine Lutz has received a proposal from ACE Disposal for providing a curb-side recycling service. He has also enclosed information about an existing recycling service that is already available in the city. This information is being brought to the Council per their earlier request.
F.8. Quarterly Financial Report - Please review the enclosed financial reports, which cover the first nine months of the current fiscal year.
F.9. Discuss Four-day Work Week Concept - Councilman Jack Dellastatious has requested the Council discuss the concept of a four-day work week for City employees.
F.10. Discussion Re: 2007-2008 Budget - At the conclusion of their March 27 Budget work session, the City Council directed staff to schedule time on the April 17 Council meeting for further discussion about several significant budget issues, including benefits and wages. Blaine has gathered some information pertaining to these subjects, which is enclosed in the meeting packet. The reason for discussing these matters during the month of April is to give me some direction as I prepare my proposed budget, which is due to the Council on May 1.
F.11. Minutes Review - The minutes to be approved are enclosed.
F.12. Mayor’s Report - I presume the Mayor will report on a few matters.
F.13. City Manager’s Report - I will likely report on a few matters.
F.14. Miscellaneous Business
a. Community Survey - I have enclosed some information about the National Citizen Survey, which is one of the options for conducting a community survey, as desired by the City Council. The information is from Duane Huffman, a BYU MPA student, who worked for Centerville and Farmington last summer as an intern. While working for Farmington, he investigated several options for conducting a community survey. I have scheduled him to come to the May 15 Council meeting and explain these options and answer questions about the National Citizen Survey in particular. He cannot attend an earlier meeting because he is preparing for final exams and will be moving his family at the first of May.
b. Review Newsletter Draft - The draft of the next newsletter is enclosed for your review.
c. Request to use City Hall - See the enclosed report from Marilyn Holje regarding this request to
use the City Hall for elections on February 5 and November 4, 2008.
F.15. Closed Meeting, if necessary - At this time I do not know of a need for a closed meeting, but the agenda shows that possibility.
