Minutes of the work session with the Davis County Commissioners held Tuesday, April 3, 2007 at 6:00 p.m. in the Centerville City Council Chambers, 250 North Main, Centerville, Utah.

DISCUSSION
Ms. Downs thanked the City for the opportunity to visit and discuss any issues that the City or citizens may wish.
Mayor Russell referred to a list of several items the City was interested in discussing as listed on a memorandum from Steve Thacker, City Manager, dated March 30, 2007. Citizens that visited the open house also discussed some issues; including methamphetamine abuse, and child identity theft.
40 Acres of Property on Hillside – County Owned
Centerville City officials encouraged the County to keep this property and use it for a much needed debris basin in that area. They said there are only three small areas that are even buildable on the site and asked that developers not be given an opportunity to buy and develop these areas. The City would like to work together with the County in developing an appropriate debris basin in the future.
Bret Millburn, County Commissioner, informed the City that the County Public Works Supervisor is aware of this site and agrees a debris basin would be appropriate.
Transportation
Mayor Russell informed the Commissioners of the negotiations/decisions made between UDOT and Centerville City regarding a future Frontage Road along the Legacy Parkway. This corridor could include the connection of the Sheep Road (partially owned by Davis County) with Farmington City.
County Commissioners said they have only heard preliminary discussions about the possibility of a corridor and also know that Farmington City is very interested in the connection of the Sheep Road.
City Officials and the County Commissioners discussed the importance of connectivity and different options for future transportation needs. They discussed the need to inform the Wasatch Regional Council of the need for the Sheep Road connection as a regional road. City Officials also discussed the importance of protecting wetlands throughout this area.
¼ Cent Sales Tax
Ms. Downs said it is possible that the ¼ sales tax option may be on the ballot this year. The County will be researching and discussing this further over the next couple of months. Mayor Russell discussed the importance of developing a twenty/thirty year plan for transportation needs throughout Davis County.
Methamphetamine Abuse
Dr. Arnold Isaacson, former Davis County Health Supervisor, discussed the growing epidemic of methamphetamine abuse in Davis County. He said methamphetamine use destroys individuals, families, and property. He said property owners who rent property to unknown users have no recourse in the case of contamination. He said rules and regulations need to be changed to allow property owners some means of protection. He suggested a task force be established to look at these issues more closely and make appropriate recommendations. Ms. Downs said the County does have a task force in place and asked that Dr. Isaacson serve on that committee.
Child Identity Theft
Ron Mortensen, citizen, discussed the growing problem of child identity theft in the State. He discussed ways of controlling this problem and distributed some information regarding this issue. He asked that he be able to discuss this problem further in the future at another meeting.
Regional Theater/Art Center
Mayor Russell informed the Commissioners that Centerville’s Redevelopment Agency is looking at the possibility of using some of their funds, along with the possibility of a RAP tax to help build a regional theater/art center. He said the preliminary analysis will be ready for review in the next couple of weeks.
Founders Park Lease and Library Lease
Steve Thacker, City Manager, explained the terms of both the Founders Park lease and the Davis County Library’s lease. He said Centerville is interested in some form of swap, giving Centerville land ownership of Founders Park and the County landowner ship of the library site.
County Commissioners said they would look in to this matter and report back.
