Minutes of the Centerville City Council and Trails Committee joint work session held Tuesday, September 18, 2007 at 5:30 p.m. in the Centerville City Council Chambers, 250 North Main, Centerville Utah.

REVIEW OF TRAILS COMMITTEE GOALS AND OBJECTIVES
Stephanie Wheatley, Trails Committee member, reviewed a list of goals and objectives the Trails Committee has established. One future goal and concern for the Trails Committee is to find a safe passage way to access the Legacy Parkway trail systems on the west side of I-15 from the east side of I-15. Other goals include the preparation and adoption of a City Master Trails Plan, developing a city-wide network of multi-use trails, paths and amenities, develop a trails education system and activity program, increase trail useage, connecting to neighboring trail systems and increase community pride in the City’s trail systems. The Council commended the Trails Committee for the work they have done and encouraged them to continue working with Farmington City and Bountiful City to coordinate development efforts. The Council and Trails Committee discussed names of possible appointees to the Trails Committee. The Trails Committee is also recommending implementing kiosks at trailheads with mileage information and mile markers along the trail to inform trail users.
BIKE LANES
The Trails Committee stated the Frontage Road needs to be a priority for implementing bike lanes. The Council also agreed with the recommendation because the Frontage Road has the potential for more usage and greater uninterrupted distance for walking, running or biking lanes. Widening of the Frontage Road would be needed north of Jennings Lane as well as striping which is estimated to cost approximately $100,000. Chase Lane and 400 West Street have also been considered for bike lanes, but recent analysis indicated striping and signage costs were more than originally estimated. City Engineer Fred Campbell said a simplified striping plan, however, for 400 West and/or Chase Lane could be done for approximately $10,000 to $15,000. The Council and Trails Committee discussed this option as well as areas in the city south of Parrish Lane on 400 West where the road width would allow standard bike lanes. The Council discussed restriping the Frontage Road south of Jennings Lane and areas along 400 West Street where the width is sufficient for a pedestrian/bike lane and waiting on the areas that require widening. Staff will evaluate the Frontage Road area and gather precise measurements to determine road width and turn-lane feasibility and report this information to the Trails Committee for further consideration and recommendations. The Mayor and City Manager will also meet with Farmington City officials to determine whether they are interested in bike lanes on the Frontage Road.
