Minutes of the Centerville City Council and Planning Commission joint work session held Tuesday, October 16, 2007 at 6:00 p.m. in the Centerville City Council Chambers, 250 North Main, Centerville Utah.

DAVIS SCENIC BYWAY CORRIDOR MASTER PLAN
Cory Snyder, Community Development Director, explained that the Legacy Parkway was designated a Utah State Scenic Byway in 2002 to celebrate the international importance of the Great Salt Lake. The Legacy Parkway is scheduled to be completed October 2008. The five communities along the Parkway, along with Davis County, have developed a master plan that strives to preserve the views of the mountains and lake along the Byway and enhance its natural character. The purpose of the master plan for land along the byway is to coordinate the vision of the five cities and Davis County, suggest amenities and designs to enhance the traveler experience, guide local land use decisions, provide a background for National Scenic Byway application when the roadway opens and make local wishes known to UDOT and other agencies. The Master Plan has two parts: design guidelines and a model ordinance. Design guidelines address issues such as corridor boundaries, parkway style, future land use, etc. Items that could be addressed in the ordinance include purpose and intent and creation of a parkway overlay district that regulates signage, architecture, parking, grading/drainage, noise issues, fencing/walls, landscaping, etc.
Mr. Snyder reviewed maps of the area showing the Legacy Nature Preserve and the Legacy Parkway and land surrounding the area that can have future development. The Community Development Director provided the Council and Planning Commission with a written summary of the Legacy Parkway Scenic Byway Master Plan, which included color renderings of scenic pastoral views along the byway, building design suggestions and color scheme recommendations, etc. Mr. Snyder responded to questions and comments from the Council and Planning Commissioners. The Community Development Director will incorporate the City Council and Planning Commission’s ideas and recommendations into the next phase of ordinance adoption. The Planning Commission and City Council will review a copy of the draft ordinance once it is completed.
