Minutes of the Centerville City Joint City Council/Planning Commission work session held Tuesday, October 23, 2007 at 7:00 p.m. in the Centerville City Council Chambers, 250 North Main, Centerville, Utah.

MAIN STREET PLANNING
Mayor Russell said the purpose of this meeting is to further discuss the information provided during the presentation of the Main Street Master Plan. The plan has provided ideas for Main Street planning and the City needs to decide which direction to go next. Mayor Russell said a committee and/or a consultant could be hired to look at possible General Plan language that would implement ideas set forth in this plan. He explained that UTA is currently discussing plans for a South Davis transit system. It may be premature to move forward with plans in Centerville until the planning for the South Davis transit system identifies an alignment and mode. Perhaps Centerville should weigh in on the planning decisions being made for the South Davis Transit System. Mayor Russell also explained that securing the funding for a fixed guideway transit system (light rail) north of Pages Lane may be difficult, due to lack of ridership, and a transit line beyond Parrish Lane is not likely at all. However, other types of transit systems (enhanced bus system) may be possible from Pages Lane to Parrish Lane. Another option is to go west on Pages Lane to 400 West and then north to Parrish Lane.
Cory Snyder, Community Development Director, distributed and reviewed three maps showing possible trunk lines for a mass transit system from Salt Lake City (North Temple) to Farmington. Possible trunk-line routes in Centerville included Main Street, 400 West/Frontage Road, and the Commuter Rail corridor (west of I-15). He also reviewed several right-of-way cross-section options for transit. These options ranged from a 65-foot right-of-way to a 105-foot right-of-way, showing both single-track and double-track options. These options included light rail, enhanced bus systems, and bus rapid transit systems. Mr. Snyder estimates the current right-of-way for Main Street (Porter Lane to Parrish Lane) is sixty-five (65) feet. He explained the Main Street Master Plan recommends any transit system remain within the current right-of-way. If any widening is needed it should only be for park strips and/or pedestrian amenities.
Lee Duncan said if Pages Lane is as far as the system can run then why not stop it in Bountiful at a location more conducive to a park and ride/connection site. Pages Lane seems like a poor choice for the end of the line, when connections to other systems may not be easily accessible from that location. If the line is to come to Centerville it should continue all the way to Parrish Lane.
Mr. Snyder agreed and said there are still several issues and scenarios to be discussed by all parties. Taking the transit line all the way to Parrish Lane seems to be the best option with regard to connectivity. He said Main Street may also be the best option because there are more businesses and a greater population closer to Main Street.
Members present discussed the differences between Main Street and 400 West. They also discussed single rail vs. double rails systems. They agreed that Main Street is the best option, but only if it can be done within the current right-of-way and only if it extends all the way to Parrish Lane.
Lee Duncan suggested moving forward with creating some General Plan language implementing the Main Street Master Plan. He said the Planning Commission needs the tools necessary to steer future applications/construction in the right direction. Members present agreed.
Mayor Russell said the next step may be to approach UDOT/UTA and present them with the Main Street Master Plan and the desire to keep any transit system within the current right-or-way. If this cannot be done then Centerville is not interested in mass transit on Main Street. He also agreed that implementing some General Plan language would be appropriate. He suggested a committee be established including City Council members, Planning Commission members, and stake holders. This subcommittee could work with a consultant to expedite the process. It was suggested the subcommittee will include Mayor Russell, Councilwoman Lindstrom, Commissioner Duncan, and Commission Palmer. Mayor Russell and Commissioner Duncan will meet to discuss names of possible stake holders within the next few weeks.
Steve Thacker, City Manager, said he would add this action item to the agenda for the next City Council meeting (November 7, 2007). The City Council may authorize the creation of this subcommittee and authorize funding for a consultant at that time.
