Regular City Council Meeting

E.1. Minutes – The minutes to be approved are enclosed.

E.2. Summary Action Calendar
a. 2008 Council Meeting Schedule – As required by State law, the City Council must adopt the schedule of its regular meetings next calendar year and then publish that schedule in the newspaper.
b. Stream Gage Agreement – This is the agreement that has been approved annually by the City Council since 1999 when a stream gage was installed by the U.S. Geological Survey on Deuel Creek. The City’s share of the maintenance cost is paid from the Drainage Utility Fund.

E.3. Public Hearing Re: Water Rate Increase – The City Council has been discussing the possibility of a water rate increase for several months. This would be only the second increase in 17 years. The most recent increase occurred in 2002 and was required to fund capital projects recommended in the City’s water system master plan. That master plan was updated earlier this year and recommends additional capital improvements. In order to fund those improvements, as well as offset the impact of inflation on operating costs in past years, staff recommends an increase in water rates. The proposed rates would increase the monthly bill for a typical residential user by $2.35 or an 11.5 percent increase. A public hearing will be held before the Council acts on this matter.

E.4. Title 5, Revenue and Finance – Staff have been working on the long-term project of updating Centerville’s Municipal Code. Titles 1 – 4 were revised and adopted earlier this year. The update of Title 5, Revenue and Finance, is now ready for Council’s consideration. The subject matter of Title 5 is highly regulated by State law. The new Title 5 does not alter the current taxes collected by Centerville City. Later in the meeting, however, the Council will consider an ordinance imposing a RAP tax, which was recently approved by the voters. Upon adoption of the RAP tax ordinance, a new chapter will be added to Title 5 pertaining to that new revenue source.

E.5. Public Hearing Re: Zone Map Amendment – Earlier this year the City Council amended the General Plan pertaining to the area west of I-15. In harmony with that General Plan amendment, the Planning Commission has recommended changes to the zoning of several properties in the vicinity of Parrish Lane and 1250 West Street.

E.6. RAP Tax Ordinance – Centerville voters overwhelmingly approved a RAP tax in the November Election primarily for the purpose of constructing a performing arts center. The enclosed ordinance would impose the RAP tax (one tenth of one percent) effective April 1, 2008.

E.7. “Making Life Better” Campaign – Mayor Russell would like to explain the new public relations campaign developed by the Utah League of Cities and Towns. He would like Centerville City to participate in that campaign, which educates citizens about the services they receive from city government. The meeting notebook contains excerpts from the League’s publication on this project, as well as a memo from Blaine Lutz estimating the cost of some of the public relations activities.

E.8. Mayor’s Report – Mayor Russell may wish to report on a few matters.

E.9. City Manager’s Report – The Council needs to decide when to meet with State Legislators representing Centerville City. This should occur before the Legislature convenes in its next session in January.

E.10. Miscellaneous Business – I have enclosed information from the Utah League of Cities and Towns regarding potential legislation that would affect municipal justice courts. The League is encouraging local officials to contact their Legislators and express their position on this matter. I have also enclosed two other documents relating to legislative issues which I will explain at the meeting.

E.11. Closed meeting, if necessary – At this time I do not know of a need for a closed meeting, but the agenda shows that possibility just in case. 
 

9:15 RDA Meeting – The RDA agenda shows two subjects related to the performing arts facility project. The RDA Board should discuss the amount of RDA tax increment to be committed to this project. Blaine Lutz prepared the enclosed analysis which should be very helpful for this discussion.

 The second subject is a recommendation by staff to authorize the City’s financial advisor, Lewis Young, to conduct additional financial analysis that will be a useful foundation in making decisions regarding the bonding for this project. We are still waiting for a proposal for those services. If received before Tuesday, this will be emailed to the City Council.
