Minutes of the Centerville Planning Commission Work Session held Wednesday, April, 23, 2008 at 6:25 p.m. in the Centerville City Council Chambers, 250 North Main, Centerville, Utah.

DISCUSSION – South Main Street Corridor
Cory Snyder, Community Development Director, distributed a packet of information containing an overview of the proposed amendments to the General Plan and the Zoning Code with regard to the South Main Street Corridor (SMSC)(see attachment). Mr. Snyder said this item is on the agenda for the Planning Commission meeting scheduled later this evening. He said it is not anticipated that the Planning Commission will make a decision regarding these amendments tonight. These amendments are not in their final form. He said the General Plan amendment creates a South Main Street Corridor plan (from Parrish Lane to Pages Lane) which consists of 9 goals and 70+ objectives. The General Plan amendment focuses on land use, mobility, setting, and building environment. The proposed General Plan amendment also divides the SMSC into five (5) districts: the Gateway District; Civic District; Traditional Main Street District; Residential Boulevard; and Mixed-Use District. Mr. Snyder explained that the entire corridor will maintain some uniformity, but each district also has individual uses, goals and objectives. The General Plan amendment is anticipated to be a 20-30 year plan.
Mr. Snyder explained the General Plan provides the vision and the Zoning Ordinance lays the ground work for implementing that vision. Once the SMSC General Plan is adopted the proposed amendment to the Zoning Ordinance will also need to be adopted. The amendment to the Zoning Ordinance will create a SMSC District Overlay Zone which will become a part of the City’s Zoning Ordinance. He explained that the existing zones will remain in place along the corridor, but the SMSC District Overlay will allow for additional uses in some districts. The overlay will also allow for more flexibility in building placement and design. These changes will increase the use of individual properties in some areas. He said the overlay zone will also introduce some congestion, encouraging people to park and walk. Parking will be encouraged at the rear of buildings or at a near by parking lot or structure. The Main Street corridor will likely become multi-modal (i.e., mass transit, walking, and biking) in the future and less parking on the street is desirable.
Chair Duncan said mixed-use will be encouraged in some districts along the SMSC. Mixed-use will hopefully limit the number of cars in the area and will also discourage mass buildings and/or apartment complexes.
Mr. Snyder reviewed a diagram of the SMSC and the proposed districts. He said the corridor does not extend east or west into the next block. The corridor also does not include any dwelling that does not face Main Street. It is not likely that these dwellings will ever be re-oriented to face Main Street. He also explained that Albertsons (north and west of Main Street) is included in the SMSC as a mixed-use area. If this area is ever re-built or rehabilitated there should be some semblance with the SMSC District Overlay principles.
Mr. Snyder explained that the public space standards (i.e., park strips, sidewalk, bike lane, etc.) still need to be discussed and worked into the proposed amendments. He explained that mass transit must remain in the current right-of-way and the public space standards may need to be adjusted in each district to allow for mass transit. This will require some additional discussion and work.
Susie Petheram, Consultant, distributed an analysis of the current right-of-way and some options that could be implemented with regard to mass transit and public space. She asked the Planning Commission to review these options for discussion.
Chair Duncan asked the Planning Commission to review the options presented by Ms. Petheram. He asked Ms. Petheram to explain and discuss this issue further during the Planning Commission meeting scheduled for 7:00 p.m. this evening. Ms. Petheram agreed.
