Minutes of the Centerville City Trails Committee meeting held Thursday, November 13, 2008 in the Centerville City Hall Conference Room, 250 North Main, Centerville, Utah. The meeting was called to order at 7:10 p.m. by Chair Stephanie Wheatley.

MINUTES REVIEW AND APPROVAL
Minutes of the Centerville City Trails Committee meeting held October 9, 2008 were reviewed and amended. Chair Stephanie Wheatley made a motion to approve the minutes as amended. Denise Cox seconded the motion, which was passed by unanimous vote (5-0).
REVIEW 2009 CALENDAR OF TRAILS COMMITTEE ACTIVITIES AND RELATED ASSIGNMENTS
Stephanie Wheatley, Chair, discussed having a snowshoeing class to be held on January 31, 2009 on the Bonneville Shoreline Trail. The Trails Committee discussed having the class meet at the parking lot at the Parrish Lane Trailhead, and then walk up to the Bonneville Shoreline Trail. Stephanie said she will discuss this item with Mark Day to finalize plans.
There will be four hiking sessions with two hikes going simultaneously on April 18, and May 2, 2009. The hikes will be on the Parrish Creek and Deuel Creek Canyon trails. Sign-up sheets will be posted for the hikes with a limit of 40 people per hike. If there is a high response to the hikes, groups could be taken on the trail in half-hour increments. Also, if there is a good response on the day of the hikes, more hikes might be scheduled later in the spring.
Stephanie Wheatley suggested a hiking program entitled “Frequent Hiker Program” which is an incentive program for people of all ages who wish to hike the trails in Centerville. Tokens could be given for the amount of miles hiked on the trails. The Trails Committee agreed they would like to do this incentive program. The Committee also discussed the possibility of having Eagle Scout projects that include a geo-caching project, a family oriented scavenger hunt, or mile markers that would be placed on the trails.
The Committee discussed doing a fall foliage hike on October 17, 2009 at 9:00 a.m. on the Deuel Creek Trail. Each participant will be asked to bring a can of food for the Food Bank.
TRAIL SIGNAGE AND KIOSKS
Bruce Cox, Parks & Recreation Director, displayed signs that have been made to be placed on the kiosks listing the name and troop number of the Eagle Scouts who made the kiosks for the five trailheads in Centerville.
UPDATING TRAILS MAP/BROCHURE
This item will be discussed when Wendy Higgins is present at the next meeting.
FORD CANYON TRAIL
Financial Summary of Expenses and Remaining Budget
Bruce Cox reported the cost of the two bridges for the Ford Canyon Trail was $3,596 and $200 in additional costs will be added for the “thank you” rocks that will be engraved. There is $46,203 left in the Ford Canyon Trail project budget (less charges for the City Engineer’s time).
Improvement Plan
Steve Thacker said that Garn Ford donated the property for the Ford Canyon Trail, and they donated the easement for a connection to Main Street. He suggested an Eagle Scout could make a trail through the debris basin with a sign on Main Street directing people to the Ford Canyon Trailhead. Mark Austin volunteered to coordinate this project. Bruce Cox reported that Jeremy Heward will clear the debris on the south side of Ford Canyon between the two bridges as part of his Eagle Scout project. He also reported that two picnic tables and rock work were recently completed in this area by an Eagle Scout in Randy Randall’s ward.
Recognition of Donations
Sherri Lindstrom distributed a pamphlet from Creative Rock Works, a company that does engraving and designs on rocks. The names of Scott Maybee and Robert Maybee, who were donors for the Ford Canyon Trail, will be engraved on two large rocks with an imprint of a hiking boot. The rocks will cost $100 each, and will be given to the Maybees. Mayor Russell will invite the Maybee brothers to a City Council meeting in the near future to recognize them for their contribution on this project, which was valued in excess of $5,000.
BIKE LANES
Report Regarding Recent Open House
Matt Johnson reported he went to the Bike Lane Open House where plans for proposed bike routes and existing bike routes are being planned through 2012 by the State. Jory Joyner, Transportation Engineer, said there is a Davis County Bike Route Committee, of which Stephanie Wheatley is a member, but she has never been contacted regarding meetings. Scott Hess is the Davis County employee assigned to the Bike Trails Committee and he will be contacted about connecting Centerville and Farmington bike lanes. Salt Lake City is planning to stripe bike lanes on all roads that are wide enough to accommodate bikes. Mr. Thacker said a road must be wide enough for parking and bike lanes, but a bike lane can be marked with signs and not be striped. Mr. Johnson said he is not aware of any bike signage proposed for 400 West in Centerville. Mr. Johnson said he will prepare a presentation on bike lane routes for the City Council.
Class I Bike Lane is where the bike path is paved and separate from the road. Class II is striping on the roadway and Class III is shared roadway and bike path with a sign. The State map shows 400 East as an existing bike route, and Mr. Thacker said Chief Worsley has expressed concern with a bike lane from Parrish Lane to Chase Lane on 400 East because of the narrowness of the road and poor visibility.
Feedback from Residents about Desired Bike Routes
Matt Johnson reported there were 25 emails received on desired bike routes. Eleven respondents were for a bike route on 400 West, nine respondents were for a bike route on the Frontage Road, two responses were negative and two responses would like a bike route using a combination of 400 West and the Frontage Road. The Trails Committee would like to have a striped bike route on Pages Lane to the Legacy Parkway. Several respondents said they would like to see an access to the Legacy Parkway in Centerville.
The Trails Committee agreed they would like a cost estimate of having the Frontage Road widened by eight feet from Lund Lane to Jennings Lane, and then striped for a bike lane. Mr. Thacker will ask Fred Campbell to do a cost estimate of this proposed plan.
The Trails Committee discussed if parking could be eliminated on 400 East from Parrish Lane to Chase Lane, and the speed limit lowered on this stretch of road, it might be safe to have a bike route on 400 East. It was also noted that many children use this road for riding their bikes and scooters to school, and it would be safer for them if a bike lane could be added in this area. Mr. Thacker will ask the Chief again about this possibility.

Stephanie Wheatley reported she is expecting a baby in May 2009, and her term as a Committee member will end in March 2009.
