Minutes of the Centerville City Council work session held Tuesday, February 17, 2009 at 5:30 p.m. in the Centerville City Council Chambers, 250 North Main, Centerville, Utah.

INTRODUCTION

Steve Thacker, City Manager, explained he had invited the department heads and the Emergency Management Committee—consisting of employee representatives from each department—to the work session.  He believes the City’s Emergency Management (EM) program will be more effective and sustainable as employees are more involved and given specific EM responsibilities.

MITIGATION

The group discussed areas of mitigation that focus on preventing and/or reducing the damage caused by disasters in the city. There are two mitigation plans the City Manager used for the work session: 1) the Regional Pre-Disaster Mitigation Plan; and 2) The Centerville City Pre-Disaster Flood Hazard Mitigation Plan. Mr. Thacker provided the Council with excerpts from both mitigation plans. 
 
PREPAREDNESS

Mr. Thacker reviewed a list of goals and priorities to help city staff, elected officials and residents prepare to respond and assist during an emergency. Lieutenant Paul Child reviewed an EM training and exercise calendar for 2009. Department Heads will receive training during monthly staff meetings, usually on Wednesdays. Additionally, department specific training will be needed so that each department understands incident command principles and their role as shown in the Emergency Support Functions (ESF) of the City’s Emergency Operations Plan (EOP). The Council will also be trained on their specific duties and responsibilities in the EOP.

Lieutenant Child provided the Council and department heads with a Neighborhood Network map of how the city is divided into specific areas.  He explained that one of the EM priorities for this year is to upgrade radio communications between the Neighborhood Network and Emergency Operations Center. Councilman Larry Wright explained the Citizens Corps was established in August of 2008. Councilman Wright is currently chairing this organization. The Citizens Corps was formed to engage the citizens of Centerville to organize, help and assist during an emergency.  There are four action committees that make up the Citizen Corps; they are: 1) AR-CS (Amateur Radio and Communications Support) and Grants; 2) Be Ready Utah Programs; 3) CERT; and 4) Medical Reserve Corps. Councilman Wright explained how each of the action committees supports and promotes emergency preparedness in Centerville City. The Citizen Corps will also work with local and regional emergency response teams and programs to train and assist where needed.

RESPONSE AND RECOVERY

Emergency Operations Plan

Lieutenant Child reviewed key items in the Centerville City Emergency Operations Plan (EOP) and chain of command during an emergency response incident. This plan meets the requirements of the National Incident Management System (NIMS). He added that the City Council has approved a cooperative agreement with other counties in the region to offer equipment and/or assistance during the event of an emergency response incident and recovery. Mike Carlson, Water Division Supervisor, compiled a list of City equipment that could be used in the event of an emergency.  Lieutenant Child reviewed specific sections of the EOP which explain the roles and assignments City staff and elected officials have in the event of an emergency response incident. The EOP also explains how incident command centers and emergency operation centers will operate. The Council and City staff will continue to receive training and updates on various aspects of the Emergency Management Program.
