Minutes of the Centerville City Trails Committee meeting held Thursday, March 12, 2009 in the Centerville City Hall Conference Room, 250 North Main Street, Centerville, Utah.  The meeting was called to order at 7:00 p.m. by Chair Denise Cox.

BUSINESS

Steve Thacker announced he will be transitioning administrative support of the Trails Committee to Bruce Cox.  Mr. Thacker commended Bruce Cox for his dedication and efforts, as he will be receiving his Master’s Degree in Public Administration in June. 

MINUTES REVIEW AND APPROVAL

Minutes of the February 12, 2009 Trails Committee meeting were reviewed.  Chair Denise Cox asked if there were any objections to the minutes as amended.  There were no objections, and the minutes stand approved as amended.             

REPORTS

Spring Hikes – April 18th and May 2nd at 9:00 a.m.

Stephanie Wheatley reported there is a web site that has been set up for people to register for the hikes to be held on April 18th and May 2nd.  Flyers have been given to the local schools for children to take home, and a sign will be posted on the grounds at City Hall. Lisa Bednarz is helping to create a web site for the Trails Committee that will advertise the hikes.  Committee members will be conducting both the April 18th and May 2nd hikes.

Hiking Incentive Pins:  Approve Pin Application Draft

Mark Austin said the hiking incentive pins have been ordered.  The pins will cost $1.06 each, and Logo Concepts will be making the pins.  Denise Cox will contact The Davis County Clipper to have the hikes advertised. 

Ford Canyon Trail

1) Signs
Mark Austin reported there will be a sign at Main Street giving directions to the Ford Canyon Trail, a sign with an arrow on the fence welcoming hikers and a flexible sign at the edge of the bowl area. Mr. Austin suggested a sign be placed at the end of the trail at the bridge directing hikers where to turn around. Mark Austin and Bruce Cox will work together on ordering signs for the Ford Canyon Trail. 

2) Pedestrian Gate, Easement
Bruce Cox said he has been working with Tony Thompson, Community Planner for Davis County, on the easement. There has been some concern from community planners about the trail going through the basin because of high runoff and Mr. Thompson will be meeting with Mr. Cox on March 17th to discuss the pedestrian gate and easement on the Ford Canyon Trail. 

3) Firebreak Connection/Meeting with George Haddad
Steve Thacker reported he will meet with George Haddad next week.

BICYCLE ROUTES

Meeting with Police Chief Worsley Regarding 400 East Route

Matt Johnson, Steve Thacker, Lee Vanhille and Sam Olsen met with Police Chief Neal Worsley to have a “Share the Road” bike sign placed on 400 East between Chase Lane and Parrish Lane. At first Chief Worsley was not in favor of the street designation.  A master plan for bike lanes in Centerville was also discussed at the meeting, such as Chase Lane and 400 West. Mr. Johnson feels it would be safer to have a bike lane going west on Chase Lane connecting to 400 West instead of Parrish Lane as was discussed in a previous meeting, because of the amount of traffic on Parrish Lane. Mr. Johnson contacted the planners for Bountiful and Farmington City to see what their plans are for bike routes. He also contacted Jory with the Wasatch Front Regional Council to see what their plans are, and they do have a County Regional Bicycle Plan that is proposed for 2030. This plan shows bicycle class 3 route signage to be on Chase Lane, Parrish Lane, Pages Lane and Frontage Road. Mr. Johnson attended a meeting with UDOT about bike routes along the Wasatch Front. In Centerville, UDOT said they assume the bike routes listed above would be the safest based on the width of the roads. Mr. Thacker said Main Street from Parrish Lane south is in a state of planning for Light Rail. There is currently a redevelopment plan for Main Street south that might affect bike routes, and there have been complaints that the grates on Main Street are not safe for bicycles, especially at dusk and at dawn when they are difficult to see. 
 Signs and Striping Cost Estimates and Connections to Frontage Road
 Matt Johnson said Phase One will be to have the Frontage Road widened and striped, and 400 West to be striped. This plan will be presented to the City Council on April 21st for their approval. Additional phases will be 400 East and alternate routes between cities. The City Engineer is working with Mr. Johnson to provide cost estimates on the striping of 400 West, signage, and the widening of the Frontage Road.

Davis County Trails Committee
 Matt Johnson, Lee Vanhille, and Sam Olsen will be working on a subcommittee of the Trails Committee that will focus on bike routes for the master plan.

MASTER PLAN SEMINAR

Bruce Cox will be attending the Master Plan Seminar on March 27th from 8:30 a.m. to 12:30 p.m. in Orem.  Members of the Trails Committee are invited to attend if they wish.

LEGACY PARKWAY TRAIL

Status of Maintenance Responsibility

Steve Thacker said UDOT has placed the maintenance of the Legacy Parkway Trail on the six cities after 2009.  This means maintenance of the trails, landscaping, resurfacing of the trail, maintenance of the footbridges, removal of trash, horse droppings, etc. will be given to the six cities along the Legacy Parkway. Mr. Thacker suggested volunteers be used to help maintain the trail. This item will be discussed further at a later date.

CENTRAL BUSINESS DISTRICT PEDESTRIAN PLAN, PRESENTATION BY LANDSCAPE ARCHITECT CURTIS TANNER

Steve Thacker introduced landscape architect, Curtis Tanner, who has been hired by Centerville City to develop a master pedestrian plan for the Central Business District of Centerville. The linkages of the pedestrian pathway will connect the Davis Cultural Arts Center with the Centerville Gateway and surrounding collector streets. Mr. Tanner displayed drawings of the proposed pathways, some of which have already begun east of Wal-Mart, and at the Porter/Walton Park. In the future, specialized crosswalks are being planned at the collector routes with enhanced corners and specialty features. 

Mr. Thacker reported the southwest corner of at Parrish Lane and 400 West will be modified this year to allow trucks to turn easier and make it safer for pedestrians.  On the corner where Dairy Queen is located, upgrading of the landscaping and parking will be completed this year. 

At 8:15 p.m., Shari Meyer was excused from the meeting.
 Mr. Tanner displayed a proposed drawing of pedestrian walkways that will surround the Davis Cultural Arts Center. Photographs were displayed of benches, decorative trash receptacles, lights, and trail markers that will be used on the walkways. Mr. Thacker reported construction will begin in May on the theater, with completion in 18 months.

The next Trails Committee meeting will be held on Thursday, April 2nd at 7:00 p.m.

The meeting was adjourned at 8:50 p.m.
