Minutes of the Centerville City Redevelopment Agency meeting held Tuesday, May 5, 2009 at 9:12 p.m. in the Centerville City Council Chambers, 250 North Main, Centerville, Utah.

MINUTES REVIEW

The minutes of the April 21, 2009 RDA meeting were reviewed. Director Lindstrom made a motion to approve the minutes. The motion was seconded by Director Cutler and passed by unanimous vote (6-0).

FY 2010 RDA BUDGET

a. Proposed Budget

The RDA Board was provided with the FY 2010 RDA Proposed Budget.

b. Adopt Proposed Budget as Tentative Budget and set Public Hearing

Director Averett made a motion to adopt the RDA Proposed Budget as the FY 2010 Tentative Budget and set a public hearing date for June 2, 2009. The motion was seconded by Director Lindstrom and passed by unanimous roll-call vote (6-0).

DAVIS CULTURAL ARTS CENTER

a. Approve agreement with Centerville City for pass through of funds; RDA Resolution No. 2009-04

Director Lindstrom made a motion to adopt Resolution No. 2009-04 approving the agreement with Centerville City for pass through of funds to be used to repay the bonds for the Cultural Arts Center. The motion was seconded by Director Cutler and passed by unanimous roll-call vote (6-0).

b. Award Bid Package No. 2

Director Cutler made a motion to award the bid to Hogan Construction in the amount of $2,022,539 for bid package No. 2 for the Davis Cultural Arts Center. The motion was seconded by Director Lindstrom and passed by unanimous roll-call vote (6-0).

c. Other Business

Director Wright made a motion to appoint the RDA Chair Ronald G. Russell to vote in proxy for matters relating to the Davis Cultural Arts Center property which is owned by the RDA, at the upcoming annual meeting of the Deuel Creek Irrigation Company. The motion was seconded by Director Lindstrom and passed by unanimous roll-call vote (6-0).

400 WEST/PARRISH LANE INTERSECTION

a. Partnership with UDOT

Steve Thacker, Executive Director, reported that UDOT has agreed to partner with the City to do several handicap ramps and a pedestrian signal at this intersection, which hopefully will bring costs down for the City to under $100,000. Bids are currently being solicited for this project.

b. Purchase of Property

The Executive Director recommended a closed meeting to discuss the sale of property.

At 9:20 p.m. Director Wright made a motion to go into a closed meeting to discuss the purchase of property. The motion was seconded by Director Lindstrom and passed by unanimous vote (6-0). In attendance were: Ronald G. Russell, Chair; Ken Averett, Vice Chair; RDA members, Allen, Cutler, Lindstrom and Wright; Steve Thacker, Executive Director; Blaine Lutz, Finance Director; Lisa Romney, City Attorney; and Karrie Carlson, Recording Secretary.

At 9:30 p.m. the regular RDA meeting was reconvened. There was no action to be taken after the closed meeting.

At 9:30 p.m. the RDA meeting was adjourned.
