Subject: City Manager’s Summary of June 2, 2009 Council Meeting
Date:  May 29, 2009

6:00 Open House – As requested by the City Council, there will be a public open house from 6:00 – 7:00 p.m. prior to the regular meeting to allow residents to ask questions about the Tentative Budget in an informal setting.  Residents may also ask questions about any other City issue or project.  Council members should eat dinner on their own before coming to the open house, where they can help man the various displays and information tables that will be set up in the Council room. 

7:00 City Council Regular Meeting

E.1. Minutes – The minutes to be approved are enclosed.

E.2. Chase Lane Village Phase II Amended Subdivision – The Homeowners Association Board for the Chase Lane Village PUD has applied for permission to construct a two-unit residential structure in a current open space within their development.  The Planning Commission has recommended approval of an amendment to the Chase Lane Village Phase II Subdivision for this purpose.  Apparently several Chase Lane Village residents are not happy with this application by their Board and may attend at the public hearing. 

E.3. FY 2010 Tentative Budget – State law requires that the City, the Redevelopment Agency (RDA) and the Municipal Building Authority (MBA) conduct public hearings regarding their tentative budgets for next fiscal year, known as FY 2010 (beginning July 1, 2009).  Therefore, the agenda for Tuesday night is structured to allow the Council to first conduct the public hearing for the Centerville City Tentative Budget, then immediately adjourn into an RDA meeting to conduct the public hearing on the RDA Budget, followed by an MBA meeting for a public hearing on the MBA Tentative Budget.  The public hearing on the Centerville City Tentative Budget should also include opportunity for the public to comment on the Employee Compensation Plan, including appointed officials and the Justice Court Judge salary.  Background information on these subjects is enclosed in a staff report. 
E.4.  Public Hearing – Zoning Code Amendment – The Planning Commission has recommended approval of an amendment to the City’s Zoning Code pertaining to wall signage.  This matter was initiated by the owner of the Iggy’s Restaurant. 

E.5. Garbage Collection and Recycling – The agenda shows three actions that would be needed by the Council to implement recycling and to continue solid waste collection services from ACE Disposal.  The opt-out period for recycling services ended today, May 29.  Staff will report Tuesday evening on the number of residents who have opted out of this service. The Council should then decide whether to proceed with implementation of the recycling program and what fee to charge those who take that service.  Staff are hopeful that ACE Disposal will still be willing to provide the recycling service for $3.50 per month, even if the number of residents opting out is slightly higher than the threshold upon which that fee was established. 
 
E.6. Summerfest Presentation – Emma Dugal, Director of Bountiful/Davis Arts Center will make a presentation regarding the 2009 Summerfest activities and request the City’s financial contribution. 

E.7. Continue Discussion of FY 2010 Tentative Budget – This will be a continuation of the work session held earlier this week regarding the Tentative Budget.  The Council did not complete its discussion of all the issues on that work session outline and, therefore, will continue that discussion next Tuesday evening.  Council members should bring their budget books.

E.8. Mayor’s Report – I assume the Mayor will report on a few matters.

E.9. City Manager’s Report – I will also likely report on a few matters and distribute Cory’s staff report pertaining to the Shorelands Commerce Park zoning and design standards, a complex and lengthy matter to be considered by the Council at their June 16 meeting.  This will allow the Council two weeks to read this material, which has been forwarded with recommendation for approval from the Planning Commission.

E.10. Miscellaneous Business – At this time I do not know of any subjects to identify on the agenda under this heading.

E.11. Closed meeting – I recommend a closed meeting to discuss threatened or pending litigation and possible other subjects allowed by State law.

Redevelopment Agency Meeting – As explained above, the Council needs to adjourn into an RDA meeting to receive public comment regarding the RDA’s FY 2010 Tentative Budget.  The RDA Board should also award a contract for inspection and testing services relating to the construction of the Davis Cultural Arts Center. 


Municipal Building Authority Meeting – Following the RDA meeting, the City Council should adjourn into an MBA meeting to receive public comment regarding the MBA’s FY 2010 Tentative Budget and then return to the regular City Council agenda for the rest of the evening.

• Public hearing on property located at approximately 100 South and 1400 West, Centerville (2400 North and 1l00 West in West Bountiful) to be disconnected from Centerville City and annexed into West Bountiful City and to adjust Centerville City’s common boundaries with West Bountiful
• FY 2009-2010 Budget
o Adopt Certified Tax Rate
o Approve ordinance adopting compensation plan for employees, including appointed officials
o Adopt resolution approving compensation for Justice Court Judge
o Discuss other budget issues, if needed
o Adopt Centerville City FY 2009-2010 Budget of Funds
o ADJOURN TO MBA meeting to adopt MBA Budget
o ADJOURN TO RDA meeting to adopt RDA Budget
