Minutes of the Centerville City Trails Committee meeting held Thursday, August 13, 2009 in the Centerville City Hall Conference Room, 250 North Main Street, Centerville, Utah.  The meeting was called to order at 7:06 p.m. by Chair Denise Cox.

MINUTES REVIEW AND APPROVAL

Minutes of the June 11, 2009 Trails Committee meeting were reviewed.  Chair Denise Cox made a motion to approve the minutes as amended. Shari Meyer seconded the motion, which was passed by unanimous vote (5-0). 

BICYCLE ROUTE PROPROSAL UPDATE
a. Bids
Matt Johnson explained that Interstate Barricades has given a bid of a little less than $9,000 for the painting and signs of a bike route on the Frontage Road and 400 West, along with the installation of bike signs. Up to 24 painted bike stencils would be an additional cost per stencil. There will be a $2,000 fee for the installation of seven drainage grates that will need to be replaced, as they are not safe for bikes.  Also, there are trees along the bike route that need to be trimmed.  

b. Paint specs, prep-work, ongoing costs
A meeting was held today with Public Utility supervisors, and Interstate Barricades to discuss the project. The bike route will start at the Frontage Road and 2025 North, then head east to 400 West, and then go south on 400 West to the Bountiful border.  There will be a bike lane between Parrish Lane and Porter Lane.  The Trails Committee discussed what to do with the bike lanes at an intersection, and it was agreed the striped lane will end at the corner with the painting of “elephant feet,” and will start across the street again with the “elephant feet” at the curve and a solid line as the road straightens.
The Committee discussed the use of heat tape instead of paint, as the heat tape supposedly lasts longer than paint, but is more expensive.  It might be applied in certain areas to see how well it holds up compared to paint.

400 West, south of Parrish Lane resurfacing
The Committee agreed to go ahead with the striping bike lanes on 400 West south of Parrish Lane even though 400 West will be resurfaced in the spring. The bike route will be restriped again after the resurfacing. 

d.     Council presentation assignments
 The next City Council meeting will be held on August 18, 2009. Assuming the City Council gives their approval for the bike route, work will begin immediately on the painting of the bike route. Committee members will place signs on homes along the bike route informing homeowners of what will be taking place.  

FORD CANYON TRAIL UPDATE

Bruce Cox, Parks and Recreation Director, has tried to contact Tony Thompson from the Farmington Public Works about the Ford Canyon Trail upgrades, but Mr. Thompson has not returned his calls.  Trent Packer will be clearing the trail as part of his Eagle Scout project.

UPCOMING EVENTS
a. Saturday, October 17, 2009 Deuel Creek Fall Hike at 9:00 a.m.
Denise Cox said she will try to have a notice in the next City newsletter about the Deuel Creek fall hike on October 17th. 

VOLUNTEER PROJECT IDEAS FOR MTC EMPLOYEES GREEN INITIATIVE
 
Bruce Cox said the MTC employees are starting a green initiative by doing service projects in the community.  There will be between 40 to 50 people for a two-hour project twice a year. The Committee discussed the possibility of having the MTC employees trim weeds and do other maintenance along the Legacy Parkway, as UDOT will no longer maintain the trail after this November.

Denise Cox reported she spoke with Police Chief Neal Worsley, and he told her that trail improvements, along with the installation of steps, have been made up to the waterfall on George Haddad’s property.  Mr. Haddad did not request these improvements to be made, and it is not known who made the improvements. Mr. Haddad must be contacted before any work is done on his property. 

MISCELLANEOUS

a. Matt Johnson said he checked the Trails Committee web site, and there was an email from a man who said his boys would like a project to do in Centerville.  Bruce Cox said he knows of two Boy Scouts who would like to do repair work at the “bowl” area for their Eagle Scout project. 
b. Matt Johnson reported the kiosk at the Freedom Hills Park is fading and needs a face lift. 
c. Bruce Cox reported the soil from the Performing Arts Center is being placed on the east end of the City’s property next to the Community Park.  There are plans to have more soccer fields and to expand the walking path at the park.

The next Trails Committee meeting will be held on Thursday, September 10, 2009 at 7:00 p.m. at the City Hall Conference Room.

The meeting was adjourned at 8:40 p.m.
