Minutes of the Centerville City Parks and Recreation Committee meeting held Thursday, May 21, 2009 was called to order at 6:00 p.m. by Steve Blais in the City Hall Business Conference Room, 250 North Main Street, Centerville, Utah.

MINUTES REVIEW AND APPROVAL
Minutes of the March 19, 2009 Parks and Recreation Committee meeting were reviewed. Gary Goff made a motion to approve the minutes as written. Peyton Smith seconded the motion, which was passed by unanimous vote (4-0).
ENTERTAINMENT IN THE PARK
a. Flyer Draft
Peyton Smith reported that flyers will be displayed at local businesses advertising the concerts and movies that will be held at Founders Park this summer. It was suggested that advertising be done through KSL Radio, but Mr. Smith said the event license discourages this type of advertising. Nathan Grover is the City Intern, and he will be asked to help with advertising for these events at local businesses. Mr. Smith said he ordered 400 pairs of 3D glasses for the July 16th movie, “Journey to the Center of the Earth.”
b. Banners Finished
Bruce Cox, Parks and Recreation Director, reported the advertising banners for the movies and concerts have been made by Thomas & Sons, which are three feet by eight feet. There are four banners, two for the movies and two for the concerts, which will be displayed in front of Founders Park. The Friday before the event, the banner will be displayed, so that there will be enough time for advertising. A notice of the concerts and movies will be inserted with the City Newsletter this week.
c. Projector Purchase
Bruce Cox reported the projector and DVD player was purchased from TV Specialists at a cost of $ 4,988, and the DVD player was purchased for $250. It was decided to purchase the equipment with TV Specialists because of their excellent repair contract, which is the same contract the State has.
The equipment will be stored at the Parks and Recreation building above Mr. Cox’s office.
The first movie will be Beethoven, which will be shown on June 11th at 9:30 p.m., which is $175, and it has been paid for. The first concert will be on June 18th, which will be the group Brenn Hill. A Public Performance Event License will be displayed during the movies, so that there will be no doubts about the legality of showing the movies. Committee members will be at the park at 7:00 p.m. to become acquainted with the new equipment and prepare for the movie.
OTHER PARK EVENTS
Peyton Smith said he has been working with Brenn Hill’s agent for the June 18th concert. Mr. Smith read the contract requirement for Mr. Hill, and $900 must be paid to Savannah music before the concert. The total cost for Brenn Hill to do the concert is $1,800. No sound equipment will need to be rented, as Mr. Hill will bring his own equipment, and his own people will set up the equipment for the concert. The concert will start at 7:30 p.m. If there is inclement weather on the day of a movie, the movie can be rescheduled without cost.
Kevin Merrill said he has a friend who wants him to be on the 4th of July Committee. Steve Blais, Chair, said there have been no commitments made by the Parks & Recreation Committee to help the 4th of July Committee. Peyton Smith said he tried to contact Randy Burgoyne about what he wanted help with, but his calls have never been returned. Bruce Cox said 40 more volunteers are needed to help with the 4th of July breakfast, and notice will be given to the LDS wards that volunteers are needed.
The Committee discussed having concession stands at the concerts and movies. Peyton Smith said most people bring their own food and drinks to these events. There is concern if one concession stand is allowed; other concessionaires will want to also have stands, which could then have the park look like the 4th of July. Bruce Cox suggested a concession trailer that would generate money that could be used to help finance other programs in the City. It was agreed to see how many requests are made for concession stands at the events this year, and then a decision will be made next year on concession stands.
Steve Blais reported it has been suggested a farmer’s market be held in Centerville at some time in the future. Mayor Russell told Mr. Blais this type of event would be under the direction of the Parks and Recreation Department, and no paid City employees can be used for a farmer’s market. After discussion, the Committee agreed they would like to have this event in Centerville, and it will be discussed further in future meetings.
At 7:00 p.m., William Duncan arrived at the meeting.
The Committee discussed the possibility of a skate park in Centerville. It was agreed that if there is going to be a skate park, it should be constructed at the South Davis Recreation Center, as they would do a good job managing it. Gary Goff reported that his teenage son told him skate boarding is declining, and that North Salt Lake and Farmington City should be contacted to see how often their skate parks are used.
At 7:05 p.m., Peyton Smith was excused from the meeting.
William Duncan he was contacted by a man who wanted to use a Centerville park for a recreation camp, which would be for profit. The Committee agreed that if this type of camp is allowed, that the City should receive a stipend from the revenues.
Bruce Cox reported a woman called the City and complained there was an organized group of people playing soccer on a Sunday at the Centennial Park, and a man drove his truck on the walking path. Bruce Cox said her concern was why the park was being leased to a non city organization on a Sunday. Mr. Cox said there is no law in Centerville that states parks cannot be reserved on Sunday by organized groups. However, driving on a walking path is illegal, and the police should be contacted if vehicles are seen driving on the walking paths or lawn.

The Parks and Recreation Committee meeting will be held on Thursday, September 17, 2009 at 7:00 p.m. in the conference room at City Hall.
