Minutes of the Centerville City Parks and Recreation Committee meeting held Thursday, September 17, 2009 at 6:05 p.m. in the City Hall Business Conference Room, 250 North Main Street, Centerville, Utah.

MINUTES REVIEW AND APPROVAL

Minutes of the May 21, 2009 Parks and Recreation Committee meeting were reviewed. Kevin Merrill made a motion to approve the minutes as amended.  Gary Goff seconded the motion, which was passed by unanimous vote (4-0).   

REVIEW OF SUMMER EVENTS

The Committee discussed the summer events and was very happy with the high attendance at the movies.  Discussion was held on if the movies should start at the same time each week, or start the movie when it becomes dark, regardless of the time. It was agreed to start the movies next year at 9:30 p.m., as most people know when the movies begin.  Peyton Smith reported it is less costly to have movies than concerts. The Committee discussed if next year only movies should take place, or perhaps have a concert before the movie. 

Justin Allen, City Council Liaison, suggested involving the City Youth Council to help with movies. Peyton Smith said the movies are easy to do, but there is a great deal of work on the night of the concerts.  He said local bands are easy to work with, and are generally well known.  The concerts were not as well attended as the movies, and it was generally an older population that attended the concerts.  Kevin Merrill suggested having local people do talent acts prior to the movies.
 
At 6:25 p.m., William Duncan arrived at the meeting. 

Peyton Smith said the bands are expensive and are more difficult to work with and coordinate.  The bands must be paid even if they can’t perform, as in the case of inclement weather.  William Duncan volunteered to help Peyton Smith with the movies next year.  The advertising plan that was used went well, and the banners that were used in front of Founders Park are in good condition and will be used again next year.

Bruce Cox, Parks and Recreation Director, reported the sound system, DVD cases, and speakers will be stored at the Parks building.  If movies are held every week, the equipment will be stored at City Hall during the summer, as most of the damage to equipment occurs when loading and unloading the equipment from the truck.

The Committee discussed how to choose bands that are appealing, and Justin Allen said he will ask the City Youth Council for suggestions on bands that would be appealing to the younger generation. 

NEXT YEAR’S SUMMER EVENTS; CONCERTS, MOVIES, OTHER?

a. Allowing vendors?
Chair Steve Blais said he has been approached by vendors who said they are willing to bring their own supplies and would clean up when they are done.  He said another person contacted him who said she is willing to do the concession stand after July, and she would pay the City ten percent of her profits. Bruce Cox, Parks and Recreation Director, said he is not in favor of having City employees do the vending because of the time involved in setting up and taking down, and an adult must supervise them. He said very little money was made when it was done before, as the popcorn and snow cone machines are expensive. Peyton Smith said he would like to keep it as simple as possible. It was suggested that perhaps Centerville residents should be allowed to sell concessions at the movies and concerts.

PLAYGROUND EQUIPMENT NEEDS AND HOW THE NEW EQUIPMENT IS HOLDING UP

Bruce Cox, Parks and Recreation Director, said the playground equipment is doing very well and there have been only a few minor repairs.  There was a new piece of equipment that appeared to have been hit with a baseball bat or other hard object at Smoot Park. At the Freedom Hills Park, a piece of rubber surfacing was torn up, but it was repaired.  Mr. Cox said several mothers have told him how happy they are with the playground equipment at the parks.  Chair Steve Blais said he has been approached to add a tot swing for very young children at the Porter Walton Park.  Justin Allen, City Council liaison, said he will follow up to see if there is any money available for a tot swing.
 
PRIORITIZING PARKS CAPITAL IMPROVEMENT PROJECTS

Chair Steve Blais said the 4th of July Committee has asked the Parks and Recreation Committee to be in charge of the concert at the 4th of July festivities.  Mr. Blais said he told Steve Thacker to tell the 4th of July Committee that they should be responsible to find their own band, as the Parks and Recreation Committee does not have the resources to work with the 4th of  July Committee. Peyton Smith will make a list of contacts for bands that can be given to the 4th of July Committee.  Gary Goff said he would be willing to be on the 4th of July Committee as a representative from the Parks and Recreation Committee if he is asked to do so.

Bruce Cox, Parks and Recreation Director, said Steve Thacker, City Manager,  would like the Parks and Recreation Committee to prioritize their top five projects.  This item will be discussed at the next Parks and Recreation Committee meeting. 

NEXT MEETING

The next Parks and Recreation Committee meeting will be held on Thursday, October 15, 2009 at 6:30 p.m. in the City Hall Business Conference Room.

The meeting was adjourned at 7:15 p.m.
