You will be pleased to note we do not have a work session this time prior to the regular meeting.
E.1. Minutes Review and Acceptance – The minutes to be approved are enclosed.
E.2. Summary Action Calendar – As required by State law, special districts must submit their tentative budgets annually to the cities within their service areas. Therefore, the Summary Action Calendar shows the acceptance of the tentative budgets from both the Utah Transit Authority and the South Davis Sewer District. The Council has the options of either accepting the tentative budgets for these special districts or sending a representative to their board meetings to express the City’s concerns.
E.3. Public Hearing re: CDBG Program – If Centerville intends to submit an application for CDBG funding in the 2010 program year, the City Council must conduct this public hearing to receive suggestions for potential projects. See Blaine’s enclosed staff report for more background and the information that should be mentioned during the public hearing.
E.4. Barnard Creek Stream Channel Restoration Agreement – For reasons explained in the staff report, the Barnard Creek natural stream channel has not been carrying the flows that it historically has carried. Some stream channel cleaning work is needed to restore that capacity. Davis County is primarily responsible for these stream channels and would eventually perform this work. However, a property owner to the north is currently being affected by the diversion from this natural stream channel and has offered to pay the cost of cleaning this channel if done this winter. Since this work would also benefit the City by restoring the stream channel to the flows assumed in the City’s Drainage Master Plan, staff recommend the City incur some limited cost in partnership with the property owner.
E.5. 100 South Street Improvement Project – The improvement of 100 South Street from where the pavement ends to the junction of the Firebreak Road has been a part of the City’s plans for the last couple of years. Staff most recently discussed this matter with the City Council in July 2009. At that time the Council authorized some funding as the City’s share of a joint project with Davis County, State Forestry and Weber Basin, with the intent of improving access to the foothills for firefighting purposes and to improve the firebreak characteristics of the Weber Basin pipeline maintenance road (known as the “Firebreak Road”). The several entities involved in this partnership have been doing some work on the Firebreak Road over the past few months. Now the City is ready to move forward with the improvement of the 100 South segment which accesses the Firebreak Road. The proposed improvements include construction of drainage facilities and curb and gutter on the south side of the roadway this fall, with asphalt paving being done next spring.
E.6. Mayor’s Report – The Mayor will likely want to report on a few topics.
E.7. City Manager’s Report – I will update the Council regarding the Pheasantbrook project, which is nearly complete, and possibly a few other projects.
E.8. Miscellaneous – Blaine will review the financial report for the three months ending September 30. Staff are also seeking suggestions from the Council for topics to be advertised on Channel 17. The City has paid for a subscription for the current fiscal year but is not fully utilizing this opportunity.
E.9. Closed Meeting, if necessary – At this time I do not know of the need for a closed meeting.
