Subject: City Manager’s Summary of November 17, 2009 Council Meeting
Date:  November 13, 2009

Since I will be out of town on Thursday and Friday this memo and the Council packet have been prepared by Blaine Lutz and Marilyn Holje.  I will be back in the office on Monday, November 16, 2009.  Please note the early start time for the ACB/RDA meeting.  Dinner will be served at the beginning of the Board of Canvassers meeting.  I’m assuming because of the 4:30 p.m. meeting and then the work session at 6:00 p.m. that you will all be at the 5:30 Board of Canvassers meeting.  If this is not the case, please contact Marilyn by Monday (early afternoon), if you are not going to be at that meeting. 
 
4:30 ACB/RDA Board Meeting – The Davis Cultural Arts Center Administrative Control Board and the Centerville Redevelopment Agency will meet to approve the interior design (materials, colors, patterns, etc.) and other related matters for the Cultural Arts Center.

5:30 Board of Canvassers Meeting to Canvass Results of 2009 General Municipal Election – The Board of Canvassers will meet to go over the results of the November 3 General Election.

6:00 Debris Basin Work Session – A Power Point presentation will be given of the Debris Flow Report for the Centerville Canyon.

7:00 Regular Meeting

E.1. Minutes Review and Acceptance – The minutes to be approved are enclosed. 

E.2. Commence Warranty Period – Chris & Holly Hepworth are ready to begin their warranty period. 

E.3. Application for CDBG Funding – At their November 4, 2009 meeting, the only project identified for CDBG funding was for Phase II of the Pheasantbrook Condominium Improvement Project.  Staff recommends the City Council now approve the Application for the CDBG funding of this project. 

E.4. Mayor’s Report – The Mayor may want to report on a few topics.

E.8. City Manager’s Report – I will report on the Legacy Parkway Trail Maintenance and give an update of the Water System Master Plan.

E.9.  Miscellaneous
a. October Financial Report – See Blaine’s Financial Report for the month of October.

E.10. Closed Meeting, if necessary – At this time I do not know of the need for a closed meeting.

• Amendments to the Centerville Municipal Code, Section 2-01-030  regarding meetings, Section 2-01-050 regarding Notice of Meetings, Section 2-01-060 regarding Agendas and Section 2-01-070 regarding Written Minutes and Recording of Public Meetings

     o Amendments to Centerville General Plan, Section 12-480-6, West Centerville Neighborhood re:  
         Residential Density Allowances 
     o Centerville Zoning Code text amendments to Chapter 12-36, Table of Uses Allowed, to allow 
        “Dwelling, multiple-family” as a planned development use subject to the regulations of Chapter 12-         41- Planned  Development Overlay in the C-VH Zone, by amending Section 12-41-060(b), Uses     
         Allowed, to allow mixed-use commercial/residential uses in the commercial development 
         provisions
• Public hearing on Zoning Code amendments to Section 12-51-081 and enacting Section 12-51-082 re: artificial landscaping regulations
• Cemetery expansion
