Subject: City Manager’s Summary of January 5, 2010 Council Meeting
Date:  December 30, 2009

Please note there is not a work session prior to the regular meeting nor a swearing-in ceremony for the recently re-elected officials.  Mayor Russell and Council members Allen and Lindstrom will be sworn in the day before in an informal setting.  Mayor Russell and Councilman Averett will both miss the Tuesday night meeting.  If any other Council members are not intending to be there, please let me know in advance.  Mayor Russell may show up before the meeting is over.

D. Presentation – Outgoing Planning Commissioner Jim Palmer, who also served recently as Chair, will be recognized for his years of service on that body.

F.1. Minutes – The minutes to be approved are enclosed. 

F.2. Summary Action Calendar
a. Accept Quit-Claim Deed - The Deuel Creek Irrigation Company has agreed to provide a deed for the right-of-way that accommodates the extension of 100 South Street to the Firebreak Road.  The City has begun constructing improvements to this road extension.  A prescriptive easement already exists based on historical usage of this roadway.
b. Commence Warranty Period – Chase Lane Village Phase 2 Amended is ready to begin its warranty period.
 
F.3. Green Waste Recycling Presentation – Nathan Rich, General Manager of the Wasatch Integrated Waste Management District, will explain the District’s Green Waste
Recycling Program which has been implemented in Fruit Heights.  See the enclosed information provided by Nathan.

F.4. Centerville Cemetery – The City Council has discussed cemetery issues in several meetings in 2009.  The main topic has been the proposal to expand the cemetery by opening a new area at the north end that will be known as Plat E.  This area will allow an estimated 344 new grave sites.  Based on direction given by the Council to staff in earlier meetings, the enclosed ordinance and resolution have been prepared to implement their decisions, including establishing fees for this new area.

F.5. Mayor’s Report – Mayor Russell will be late for this meeting, if he will be there at all. 

F.6. City Manager’s Report – As has been my tradition, I have prepared again a list of projects and issues the Council and staff dealt with this past year and another list of anticipated projects and issues for 2010.  These two lists are enclosed. 

F.7.  Miscellaneous Business - The annual Local Officials Day at the Legislature sponsored by the Utah League of Cities and Towns is scheduled for January 27.  Registration deadline is January 20.  Therefore, Council members need to let Marilyn know no later than January 19 if they wish to attend.  I am assuming we will also continue the tradition of allowing the high school seniors on the Centerville Youth Council to attend, if they wish, at the City’s expense.
 
F.8. Closed Meeting, if necessary – At this time I do not know of a need for a closed meeting, but the agenda provides for that possibility.

F.9. Possible Action Following Closed Meeting – The Mayor is recommending at least two appointments to the Historic Sites Committee.  The Statements of Interest for these two persons are enclosed only for the Council at this time.  Those names will be revealed upon the Council’s approval of those appointments.  The Mayor may also have other names for appointment by Tuesday night.

F.10. City’s Street Light System – Randy Randall, Public Works Director, has made considerable effort to study the City’s street light system during the past year.  He would like to present the results of that review and analysis to the City Council.  Considering the short agenda for Tuesday night, I recommended to the Mayor that this presentation be added to that agenda.

NOTICE IS HEREBY GIVEN THAT THE CENTERVILLE CITY COUNCIL WILL HOLD  ITS REGULAR PUBLIC MEETING AT 7:00 P.M. ON TUESDAY, JANUARY 5, 2010 AT THE CENTERVILLE CITY COMMUNITY CENTER AND CITY HALL COUNCIL CHAMBERS, 250 NORTH MAIN STREET, CENTERVILLE, UTAH.  THE AGENDA IS SHOWN BELOW.

Centerville City, in compliance with the Americans With Disabilities Act, provides accommodations and auxiliary communicative aids and services for all those citizens in need of assistance, including hearing devices.  Persons requesting these accommodations for City-sponsored public meetings, services, programs, or events should call Blaine Lutz, Centerville Finance Director, at 295-3477, giving at least 24 hours notice prior to the meeting.

A notebook containing supporting materials for the business agenda items is available for public inspection and review at City Hall and will be available for review at the meeting.  Upon request, a citizen may obtain (without charge) the City Manager’s memo summarizing the agenda business, or may read this memo on the City’s website: www.centervilleut.net.
