Minutes of the Centerville City Trails Committee meeting held Thursday, November 12, 2009 in the Public Works Conference Room at the Centerville City Public Works Building, 655 North 1250 West, Centerville, Utah. The meeting was called to order at 7:12 by Chair Denise Cox.

MINUTES REVIEW AND APPROVAL

Minutes of the October 8, 2009 Trails Committee meeting minutes were reviewed. Chair Denise Cox made a motion to table approval of the minutes until the January 7, 2010 meeting. Wendy Higgins seconded the motion, which was passed by unanimous vote (4-0). 

BIKE ROUTE UPDATE

Matt Johnson was not in attendance at the meeting, but he sent an email stating that there is still a “No Parking” sign on 400 West by the LDS chapel on Porter Lane.  The Police Chief asked that parking by the chapel be allowed to accommodate funerals and missionary homecomings/farewells, etc.  The Trails Committee previously specified to allow parking on that section of the road, but somehow it was incorrectly signed.  The “No Parking” sign needs to either be changed to allow for parking, or allow the sign to remain and extend the four-foot bike lane through that section of road.  Bruce Cox, Parks and Recreation Director, reported that the Police Chief and Streets Supervisor are working together on this issue. 

2010 EVENT GUIDE UPDATE

Chair Denise Cox said she has talked with Lisa Summers, Recreation Coordinator, about the hikes the Trails Committee will be doing in 2010.  The tentative spring hikes will be held on April 17th and May 1st on the Deuel Creek and Parrish Canyon Trails. There will be a more advanced hike on September 25th that will be on the Parrish Canyon Trail that will be a half day in length for more athletically fit people. Sherri Lindstrom, City Council Liaison, said there is an evaluation being done for the new debris basin in Centerville Canyon. It should be known by spring if this will affect where the hikes can begin on the Deuel Creek Trail.  Anyone who participates on the hikes will receive a pin. 

DISCUSS GOALS FOR 2010

The Committee discussed the work being done on the Ford Canyon Trail.  It is hoped the work will be completed by early 2010.  Bruce Cox, Parks and Recreation Director, reported the signs for this trail will be installed when the trail is completed.  Mark Austin said a line of surface rocks needs to be placed along the creek running east to the Ford Canyon project.  Mr. Cox said this could be part of the Eagle Scout project for the Boy Scout who is currently working on the trail. It was suggested a commemorative hike be held when the Ford Canyon Trail is completed.

Sherri Lindstrom, City Council Liaison, reported that Bill Rigby has safety concerns about the debris basin owned by the County adjacent to his property.  Mr. Rigby has seen several young mothers with children playing near the creek and Mr. Rigby is concerned that a child could fall into the creek and be injured. He feels there should be additional signage on the trail to direct people away from the creek.

Lee Vanhille asked about the long-term maintenance of the Legacy Parkway and if it will end this month as was previously planned. Bruce Cox said minimum maintenance has been done on the Legacy Parkway. The city managers and mayors are going to ask UDOT to extend their maintenance contract for one more year. Mr. Cox said the Denver & Rio Grande Trail is a staged grant that the cities agreed to pay a matching portion.  UDOT received the grant, but West Bountiful was not part of the grant so they paved it on their own. Centerville’s section of the trail is $12,000, and it is hoped it will be paved sometime during 2010.

Bruce Cox, Parks and Recreation Director, said he will bring the Parks and Trails Capital Improvement Plan to the next meeting in January.

Sherri Lindstrom suggested a map or booklet be published on how to access the hiking trails in Centerville with points of interest, as people have expressed frustration in not knowing how to access the trails.  This could be published in 2010.  

Lee Vanhille suggested in 2010 doing a “Parade of Trails” in Centerville that would encourage people to visit each trailhead in Centerville in one day. 

Bruce Cox, Parks and Recreation Director, said it is planned to have a paved trail on the new park addition at the Community Park that will connect with the current trail, but it is not known when this will be completed. 

OTHER BUSINESS
a. Change regular meeting day
Bruce Cox suggested the Trails Committee meeting date be changed to the first or fourth Thursday of each month.  The Committee agreed to meet the first Thursday of each month.

b.   Chair Denise Cox reported the fall hike on October 17th was a great success.

NEXT MEETING

The next Trails Committee meeting will be held on Thursday, January 7, 2010 at 7:00 p.m. at the Public Works Building.

The meeting was adjourned at 8:25 p.m.
