Minutes of the Centerville City Trails Committee meeting held Thursday, October 8, 2009 in the Centerville City Hall Conference Room, 250 North Main Street, Centerville, Utah.  The meeting was called to order at 7:10 p.m. by Chair Denise Cox.

MINUTES REVIEW AND APPROVAL

Minutes of the September 10, 2009 Trails Committee meeting minutes were reviewed. Chair Denise Cox made a motion to approve the minutes as amended. Matt Johnson seconded the motion, which was passed by unanimous vote (6-0). 

BIKE ROUTE UPDATE
a. Main Street Grate
Matt Johnson said there is an Eagle Scout who will be going through north Centerville and identifying grates that are either bike friendly or not. The Committee suggested the Eagle Scout give a presentation in a Trails Committee meeting when the project is completed.

b. Bike Lanes
Matt Johnson reported the bike lane striping has been completed on 400 West.  There is a “No Parking sign” in front of the LDS Church on 400 West and Porter Lane, and the Committee agreed this sign should be removed, and a “share the road” sign will be installed in its place.  Bruce Cox, Parks and Recreation Director, said when the lanes are repainted next year, the bike lane should end sooner when approaching an intersection to give cars enough room to make a safe turn.  Matt Johnson displayed a picture of a stencil that will be painted at 2025 North and 400 West where the road narrows and is not wide enough for a bike lane, and by the LDS Church on Porter Lane and 400 West. Heat tape will be placed next year on the bike lane striping, as it will glow at night and it lasts longer than paint.  

Denise Cox distributed a map she received from the Davis County Trails Committee that shows the roads from North Salt Lake to Ogden that have a shoulder width greater than four feet, and could possibly be striped for bike lanes. The Committee discussed possibly having the Frontage Road and Pages Lane striped for bike lanes next year.  Sam Olsen said he would like to see Main Street striped, but there is a long-term master plan for Main Street that includes the possibility of light rail and sidewalks, but it is not known when or if it will take place. 

Sherri Lindstrom, City Council Liaison, reported UTA and UDOT will be meeting next week to see what the preferred alternatives are for Main Street. An email schedule of when the public hearings will be held will be given to the Committee members. 

Wendy Higgins commented that safety is a big concern on the overpass at Parrish Lane, and traveling to the other side of the freeway is unsafe if a person is riding a bike or walking. Sherri Lindstrom reported UDOT said there will eventually be a pedestrian/bicycle corridor at Parrish Lane over I-15. She said the Wasatch Front is not meeting federal guidelines on air quality, and federal funding could be withheld from Utah if air quality guidelines are not met, which is why mass transit is being planned for this area. 

FORD CANYON TRAIL UPDATE

Mark Austin said the Centerville South Stake youth dug a trail out and lined rocks on both sides of the Ford Canyon Trail. Mr. Austin said there were 200 youth who worked on the project, but some adjustments may need to be made to handle runoff water.  The Parks Department built a rock retainer and a pedestrian gate for the trail.  A sign will be placed on both sides of the Ford Canyon crossing giving directions to the trail, and at the pedestrian gate.  A thank you letter will be sent to the youth for their work on this project, and Marilyn Holje will be asked to place an article in the Centerville Newsletter of the project that was done.

KIOSK UPDATE

Bruce Cox, Parks and Recreation Director, said the new updated maps were placed in the Ford Canyon kiosk. He reported the Parrish Sunset Trail kiosk has been vandalized with shot gun, and it appears the glass on the Ford Canyon Trail had rocks thrown at it.  They will both have the glass replaced with Plexiglass. 

FALL HIKE UPDATE

The fall hike will be held on October 17th, at 9:00 a.m. at the top of 100 South.  There is poison ivy along the trails, but the frost is starting to destroy it.  On the day of the hike, hikers will be told to wash their clothes as soon as they get home to avoid spreading poison ivy that could be on their clothes.  Mark Austin, Denise Cox, and Bruce Cox said they will be in attendance at the hike.  Mr. Austin distributed historical information on Deuel Creek that was researched by Royce Allen.

OTHER BUSINESS

Denise Cox won first place in the women’s division at the Rotary Club 10K race that was held on September 12th in the mountains above Centerville.  She received a medal for her efforts. 

Denise Cox reported she received an email from Lisa Summers requesting information from the Trails Committee on activities that are being planned in Centerville for the year 2010.  The Committee agreed there will be four hikes held next year.

The Trails Committee discussed the new recycling program in the City. Sam Olsen asked why there have not been any updates on the City website about recycling. Sherri Lindstrom said Blaine Lutz is in charge of the City website.  She said that the Bountiful Landfill will now accept green waste from Centerville. 

Sherri Lindstrom said the Volunteer Appreciation Dinner will be on November 9th, at 6:30 p.m. at Fire House Pizza.  This will be for all Centerville City volunteers and their families. 

NEXT MEETING

The next Trails Committee meeting will be held on Thursday, November 12, 2009 at 7:00 p.m. at City Hall.

The meeting was adjourned at 8:40 p.m.
