Please note that we begin at 5:30 p.m. to accommodate the July 4th activities on the evening of July 3rd. The Children’s Parade begins at 6:30 p.m. followed by the Concert in the Park at 8:00 p.m. Several months ago, the City Council agreed to meet at 5:30 and keep the agenda short.  For that reason the open session has been left off of this agenda. 

D.1. Summary Action Calendar
 a. Commence warranty period - The public improvements for the Huffaker lot split are ready to begin the two-year warranty period.
 b. Revisions to Personnel Policies - I am recommending several revisions to the Personnel Policies and Procedures, including a couple of changes the Council agreed to during the Budget adoption process.
 c. Readopt Certified Tax Rate - The Council adopted a Certified Tax Rate on June 19 subject to certification by the State Tax Commission. Blaine Lutz learned later that the State Tax Commission has certified a slightly lower rate than that which was adopted by the City Council.  Therefore, in order to ovoid any violation of the Truth-in-Taxation law, the City Council needs to readopt the Certified Tax Rate.
 d. Appointment to Mosquito Abatement Board - The City Council also approved this appointment in an earlier meeting, but staff have learned that the appointment needs to be made by a formal resolution.
 e. Agreement with Sunrise Engineering - This company provides plan review and building inspection services to supplement the work of the City’s in-house inspector. The current agreement expires June 30, 2007. This renewal would extend the agreement for another two years with some increase in the hourly rate of pay, as explained in the Staff Report.
 f. Reduced Inspection Fee - Similar to reductions approved for two other large PUD projects, staff are recommending a reduction of the inspection fee for the common area landscaping improvements in the Florentine Towns PUD.
 g. Temporary Work Space Agreement - Rocky Mountain Pipeline System, LLC has requested an agreement to use a portion of public right-of-way for construction activities associated with the crude oil pipeline being built through Centerville along the former D&RGW Railroad corridor.

D.2. Centerville Market Place Phase 3 Subdivision Amended - This plat amendment involves adjusting the lot line between Lots 301 and 302 in the Market Place Commercial Subdivision. This will increase the area for parking needed for the Kohl’s Department Store, which recently received approval from the Planning Commission.

D.3. Parks and Recreation Committee recommendations - Pursuant to the City Council’s earlier request, the Parks and Recreation Committee has discussed the spacing between the two tennis courts at the Smoot Park which are scheduled to be rebuilt this year. The Committee recommends the current spacing be maintained rather than enlarged, since these courts are used just for recreation tennis. The additional cost of increasing the space between the two courts could be better used on other park improvements, in the Committee’s opinion.

The Committee is also intending to draft some questions for a survey to be inserted in a future City newsletter. Responses to the questions will help the Committee draft a new Parks and Recreation element of the City’s General Plan.

D.4. Minutes Review - The minutes to be approved are enclosed.

D.5. Mayor’s Report - The Mayor will report on water bill adjustments approved by him in the past three months, as is standard procedure. The Mayor will also update the Council regarding preparations for a RAP tax election in November.

D.6. City Manager’s Report- A local citizen has offered to present a retirement seminar to City residents free of charge at City Hall. The presenters would not sell or promote specific products, but believe this would be a useful seminar for baby boomers. An excerpt from the seminar workbook is enclosed. I would need the City Council’s approval to allow this to be offered at City Hall, including a waiver of the normal fees charged for use of the building. Based my review of the workbook, I believe this would be a worthwhile seminar for many residents.

D.7. Miscellaneous Business - At this time, no subjects are identified under miscellaneous business.

D.8. Closed Meeting, if necessary - I do not anticipate a closed meeting unless the Council wants to discuss individuals being considered for appointment to City boards and commissions.

D.9 Possible Action Following Closed Meeting - The Mayor may ask the Council to approve the appointment of one or more individuals.
