Centerville City Trails Committee meeting held April 24, 2007 at 7:00 p.m. in the City Hall Business Conference Room, 250 North Main, Centerville, Utah.

MINUTES REVIEW AND APPROVAL
The minutes of the Trails Committee meeting held February 27, 2007 were reviewed. Ken McGuire made a motion to approve the minutes as written. The motion was seconded by David Chamberlain and passed by unanimous vote (5-0).
INTRODUCTIONS
The Committee welcomed new member Wendy Higgins.
TRAILS MASTER PLAN
The Committee reviewed the draft dated January 2007 of the Trails Master Plan.
Committee members and staff made suggestions for changes. They discussed making the trail design standards a separate document. They felt it would be easier to update the trail standards if it is a separate document from the Master Plan or the General Plan. The Committee asked that Fred Campbell (City Engineer) and Curtis Tanner (Landscape Architect) review the standards for appropriateness. The Committee also discussed the importance of trail connectivity throughout the city.
Ken McGuire said he will take the lead on incorporating all changes into the document. He asked Committee members to submit and respond to any changes via email. The Committee agreed.
Steve Thacker, City Manager, reported the City Council approved $100,000 for upcoming trail projects: $50,000 for the Ford Canyon Trailhead, and $120,000 for the Parrish Creek Parkway (pond area). He said as the Committee completes this document and chooses to move forward with projects, there is some money available.
Bruce Cox, Parks and Recreation Director, said there are also several scouts looking for Eagle projects at any given time. If the Committee has any trail improvements that would be appropriate for an Eagle scout, please let him know.
Ken McGuire said he will bring a new draft to the next meeting that can be passed onto staff and the appropriate bodies for approval.
EXISTING TRAILS
David Chamberlain and Stephanie Wheatley reviewed a few of the existing trails. They distributed a list of the trails they have walked and their current conditions/description. They said by next month they will have completed an inventory of each existing trail, which can be added to the Trails Master Plan. Wendy Higgins said she would complete the inventory for the Parrish Creek Trail.
BIKE LANES
Jared Poulson reviewed the probability of striping bike lanes on the Frontage Road. He said a 4-foot wide bike lane is recommended for roads allowing traffic to travel up to 50 miles per hour and 5-foot wide bike lanes for roads exceeding 50 miles per hour. He explained the west side of the Frontage Road is ideal for constructing a 5-foot wide shoulder for a bike lane. The east side of the Frontage Road has pockets of shoulder that are wide enough, but also several areas that will not accommodate 5 feet.
The Committee discussed the possibility of adjusting the striping on the road to provide the width necessary where needed. They also discussed the possibility of reducing the speed limit on the Frontage Road.
Jared Poulson said striping the east side with 4 and 5-foot widths, even though not ideal, would still be better for bikers than the current conditions. Striping will provide an added safety for bikers. He said construction of a continuous 5-foot wide shoulder on the west side of the Frontage Road alone will make bikers ecstatic.
The Committee discussed the possibility of continuing bike lanes throughout the city. They discussed bike lanes on the Frontage Road, 400 West and Main Street. They asked Steve Thacker and Jared Poulson to meet with Fred Campbell (City Engineer) and Curtis Tanner (Landscape Architect) to discuss these possibilities. The Committee also discussed the possibility of using a portion of the $100,000 to begin construction of the shoulder on the west side of the Frontage Road.
MISCELLANEOUS
The Committee and staff discussed the Parrish Lane interchange at I-15. They discussed the need for a pedestrian path to the west side of the city. Committee members agreed a separate pedestrian overpass would be ideal. They agreed this idea should be implemented into the Trails Master Plan.
Stephanie Wheatley distributed a draft of possible questions about trails for use in a survey. The Committee agreed to review the questions to be discussed at a future meeting. Steve Thacker, City Manager, said the City Council is preparing to conduct a community survey sometime this year. These questions may be incorporated into that survey.

The next scheduled Trails Committee meeting will be held on Tuesday, May 22, 2007 at 7:00 p.m.
