Minutes of the Centerville City Redevelopment Agency meeting held Tuesday, December 15, 2009 at 10:03 p.m. in the Centerville City Council Chambers, 250 North Main Street, Centerville, Utah.

MINUTES REVIEW AND ACCEPTANCE

The minutes of the RDA meeting held December 1, 2009 were reviewed. Director Wright made a motion to approve the minutes as written. The motion was seconded by Director Allen and passed by unanimous vote (6-0).

COMMUNITY DEVELOPMENT AREA (CDA)

Blaine Lutz, Finance Director, reported staff recommends the RDA study the possibility of creating a Community Development Area (CDA) on the west side of the city. The CDA would be under the direction of the RDA. In order to accomplish this staff recommends the RDA approve Phase I as listed in the “Scope of Services: Creation of CDA” proposal provided by Lewis Young Robertson & Burningham, Inc. (LYRB). Phase 1 includes a preliminary feasibility review, a tax increment analysis, and economic projections for the project area. The cost for this work is $5,080. Mr. Lutz explained a CDA has an acreage parameter and the total project area has yet to be determined. After Phase1 is complete it will be clearer as to what the CDA should include. He also recommends the developer of the mixed-use project share the cost of the later phases of this study if the RDA proceeds with those phases.

Director Allen made a motion to authorize RDA funds in the amount of $5,080 for Phase 1 as described in the “Scope of Services: Creation of CDA” document provided by LYRB. The motion was seconded by Director Lindstrom and passed by unanimous vote (6-0).
