D. CommendationsMayor Russell, with the help of Chief Worsley, will recognize two police officers who were recently recognized by the Elks Club:  Jason Read as the Centerville Police Officer of the Year and Gary Litster as a DARE Officer.

F.1. MinutesThe minutes to be approved are enclosed. 

F.2. Purchase of truck for Public Works Water DivisionThe current budget for the Water Fund includes funding for replacement of a truck.  Since this is a Water Fund expenditure and not a General Fund expenditure, I recommend the Council go ahead and approve this purchase.  The purchase of some capital equipment in the General Fund Budget is being delayed until we have more confidence in the General Fund revenues for the current Fiscal Year.

F.3. 400 West Street_Traffic/Pedestrian Safety StudyLast fall the City Council authorized a study of the traffic and pedestrian safety issues on 400 West Street in response to continuing concerns expressed by Stewart Elementary School officials and residents in the vicinity of the Chase Lane/400 West intersection.  A traffic study report, prepared by traffic engineer Joe Perrin, was provided to school representatives last week.  City officials met with those representatives earlier this week to discuss the report.  I think it is fair to say the school representatives were not completely satisfied with the recommendations in the report.  The consultant recommended improvements to lighting at the existing crosswalks on 400 West at Chase Lane and 1200 North, as well as additional pavement markings to alert drivers of the crosswalks.  In addition, he recommended installation of a new crosswalk at 1375 North.  He also recommended construction of a curb bulb-out at the northeast corner of 400 West and Chase Lane to improve sight distance for cars westbound on Chase Lane.  This structural modification would also improve pedestrian safety.  See the enclosed staff report for more information.

F.4. I-15 Interchange Landscaping Conceptual Plan – Last October the City hired Curtis Tanner, Landscape Architect, to prepare a conceptual landscaping plan for the I-15 interchange. We anticipate it will be a number of years before funding is available from federal, state and/or local sources to pay for these improvements.  However, the Council thought it was important to get a plan ready and begin seeking funding from state and federal sources. The estimated cost would be about $1 million.  Curtis will make a presentation on this subject at the Council meeting.

F.5.  Mayor’s Report – The Mayor will provide updates regarding the July 4th Celebration Committee, the Fire District and the Cultural Arts Center project.  Please note several enclosures relating to the Fire District that he received at a recent Board meeting.

F.6. City Manager’s Report – I have enclosed a  briefing paper prepared for the Sandy City Council by one of their staff regarding retirement legislation being considered by the State Legislature.  You also received a briefing on this from Senator Dan Liljenquist recently in your work session with local state legislators.  Since this subject has such an impact on both the City’s budget and the City’s employees, I wanted to give you an opportunity to ask questions.

During the City Manager’s Report, Assistant City Manager Blaine Lutz will also update the Council regarding the process for creating a Community Development Project Area west of I-15.

F.7.  Miscellaneous Business - The Financial Report for the seven months ending January 31, 2010 is enclosed.

With the announcement last week of the March 2nd open house for the South Davis Transit Study EIS, you may want to consider rescheduling your goal-setting session, which is set for that same evening.  Councilwoman Sherri Lindstrom would also like to talk about the possibility of sending direct notice to additional property owners who are not being notified directly by UTA.

The third subject under Miscellaneous Business is a late addition as a result of an email announcing Google’s request for partnership with one or more cities to construct a municipal fiber open system.  Council members Cutler and Lindstrom asked that this be put on the agenda.
 
F.8. Closed Meeting
– There is a need for a closed meeting to discuss pending litigation.  The Mayor may also wish to discuss potential appointments in that closed session.

F.9. Action following closed meeting – There may be action following the closed meeting, including appointments to boards and committees.
