Minutes of the Centerville City Council meeting held Tuesday, March 2, 2010 at 7:00 p.m. in the Centerville City Council Chambers, 250 North Main, Centerville, Utah.

MINUTES REVIEW AND ACCEPTANCE
The minutes of the February 16, 2010 Council meeting were reviewed. Councilman Wright made a motion to approve the minutes. The motion was seconded by Councilman Allen and passed by unanimous vote (5-0).
The minutes of the February 16, 2010 City Council closed meeting were reviewed. Councilman Wright made a motion to table the minutes until they could be discussed in the closed meeting. The motion was seconded by Councilman Allen and passed by unanimous vote (5-0).
EMERGENCY MANAGEMENT CALENDAR
Lieutenant Paul Child reviewed the Emergency Management Calendar for 2010 with the Council. The calendar items include training sessions and exercises for City employees as well as Citizen Corps components, including the Neighborhood Network. He responded to questions and comments. The Council expressed their appreciation and support to Lieutenant Child and the other members of the Emergency Management team for their planning and preparation for emergency response.
DISCUSS LEGACY TRAIL MAINTENANCE
The city managers of North Salt Lake, Woods Cross, West Bountiful, Centerville, and Farmington and the Davis County Planning Director have been discussing with UDOT the transfer of the maintenance of the Legacy Parkway Trail to the local governments. The Council was provided with a draft copy of an agreement--written by the city managers--setting out the respective responsibilities of the local entities and UDOT with the transfer of the trails maintenance to the cities and the County. UDOT has refused so far to sign the agreement. The city managers and UDOT have also taken a field trip along the full length of the trail and noted areas of concern with landscaping, maintenance and water damage to the tunnels along the trail; two city managers also talked with the landscaping contractor to gather information regarding on-going maintenance cost for the irrigation system.
The City Council expressed a willingness to assume responsibility for maintaining Centerville's share of the Trail, subject to UDOT resolving the major deficiencies and entering into a maintenance agreement. The Council also agreed the local entities should jointly maintain the Trail corridor rather than separately. The Council, however, also asked the city managers to pursue the idea of the Recreation District taking over the maintenance responsibilities, with Farmington City and the County contributing their fair shares.
Approximately 3 miles of the 14 miles of the Trail is within Centerville's city limits.

The Mayor provided this information to the Council in the packet for their review.
CITY MANAGER'S REPORT
a. Centerville Canyon Debris Basin
The City Manager gave the Council a proposed calendar--prepared by the City Engineer--for the design and construction of the Centerville Canyon Debris Basin. Mr. Campbell is pushing for it to be built this fall to take advantage of low construction prices and County bond funds.
b. Main/Parrish Intersection
Steve Thacker, City Manager, updated the Council on the traffic studies and cost estimates for the improvements to the Main Street and Parrish Lane intersection. He explained the initial cost estimate for land acquisition may have been too low and once more information is received, they may have to ask for more funding from the Wasatch Front Regional Council. The first phase of the improvements is scheduled for this fall.
c. Reimbursement
The City Manager attended a County Commission meeting today and received a $19,000 reimbursement check for improvement work Centerville City did on the firebreak road. This money will go toward paving the extension of 100 South Street this spring.
MISCELLANEOUS
The Council was provided with a registration packet for the Utah League of Cities and Towns Conference to be held in St. George April 7-9.
GOAL SETTING WORK SESSION
This item will be rescheduled to March 9th due to the Mayor’s absence.
CLOSED MEETING
At 8:20 p.m. Councilman Wright made a motion to go into a closed meeting to discuss pending or imminent litigation. The motion was seconded by Councilwoman Lindstrom and passed by unanimous vote (5-0).
RETURN TO OPEN MEETING
At 9:10 p.m. the City Council reconvened the regular meeting.
The February 16, 2010 closed meeting minutes were reviewed and amended. Councilman Wright made a motion to approve the closed meeting minutes as amended. The motion was seconded by Councilman Allen and passed by unanimous vote (5-0).
At 9:11 p.m. the meeting was adjourned.
