Centerville City Trails Committee meeting held August 28, 2007 at 7:00 p.m. in the City Hall Business Conference Room, 250 North Main, Centerville, Utah.

MINUTES REVIEW AND APPROVAL
The minutes of the Trails Committee meeting held July 26, 2007 were reviewed. Stephanie Wheatley made a motion to accept the minutes as written. The motion was seconded by Wendy Higgins and passed by unanimous vote (3-0).
TRAILS MAP – Information on Back of Map
The Committee reviewed the proposed text for the back of the trails map. Several suggested changes were made. Ms. Cox will correct the text and get a new copy to Steve Thacker, City Manager, for printing.
FREEDOM HILLS PARK – Park Open House
Steve Thacker, City Manager, reported the Rotary Club will start their dedication of the Freedom Memorial at 5:00 p.m. The dedication should take about 30-45 minutes. Centerville City will hold an open house for the park from 6:00-8:00 p.m., with a formal presentation from Mayor Russell at 6:30 p.m. Following the Mayor’s remarks the ribbon cutting will take place. This will include a number of children releasing helium balloons into the sky as they ride (scooter, skateboards, bikes, etc.) through the freshly cut ribbon around the paved loop of the park. When the children have completed the loop they can get a sticker from the Trails Committee. (Note: children will be invited to participate via the flyer being distributed to surrounding neighborhoods.)
Steve Thacker, City Manager, suggested a member of the Trails Committee take a few minutes to explain the activities as part of the 6:30 presentation. The Committee agreed the Chair (Ken McGuire) should take this assignment. Mr. Thacker suggested a staff member could take pictures of the event. The Committee members agreed. He also discussed parking, stating there will be parking in the parking lot of the park, along the street, and in a nearby vacant field. There will also be police officers on hand to help facilitate parking. The immediate neighbors will be asked to walk or ride bikes.
Stephanie Wheatley presented her ideas for a sticker and a water bottle with a label appropriate to the activities. The Committee was accepting of both items. Denise Cox reviewed her idea for naming the switchback. Paper, pencils, and a drop box will be provided for citizens to give their ideas.
BIKE LANES – Update regarding Implementation
Steve Thacker, City Manager, reported the implementation of bike lanes is proving to be more difficult than originally thought. The Engineers (City and Traffic) have provided feedback stating that 400 West is not wide enough to accommodate two bike lanes, two parking lanes, and two travel lanes. The City Engineer recommends parking be eliminated on one side of 400 West in order to provide the necessary width for bike lanes. The City Council will be holding a public hearing on September 18, 2007 to get feedback from residents in that neighborhood regarding this issue. Committee members discussed this item, stating this may be a hot issue. The public hearing has been postponed.
The Committee members discussed bike lanes on the Frontage Road. They still believe this is a better location for bike lanes. Mr. Thacker agreed the Frontage Road is appropriate for bike lanes, but is more for intercity bikers. He said he believes the City Council feels 400 West is a better route to serve Centerville residents within the city limits. The Committee agreed 400 West is appropriate, especially for students riding their bikes to school. Mr. Thacker suggested bike lanes be taken off the trails map at this time until a final decision is made. The Committee agreed.

There are still two vacancies on the committee. This volunteer opportunity will be posted in the next newsletter.
WORK SESSION – Preparation for Work Session with City Council
On September 18, 2007 a joint work session has been scheduled with the City Council at 6:00 p.m. changed to 5:30 p.m. for the Trails Committee to discuss their goals and objectives. The Committee discussed several priorities and ideas for discussion at the work session. Priorities included: trailhead kiosks, markers and signage; I-15 pedestrian overpass; trail clean-up; bike lanes; and trail improvements.

The next regularly scheduled Trails Committee meeting will be held on Tuesday, September 25, 2007 at 7:00 p.m.
