Centerville City Trails Committee meeting held January 10, 2008 at 7:00 p.m. in the City Hall Business Conference Room, 250 North Main, Centerville, Utah.

MINUTES REVIEW AND APPROVAL
The minutes of the Trails Committee meeting held November 29, 2007 were reviewed. Stephanie Wheatley made a motion to approve the minutes as written. The motion was seconded by Wendy Higgins and passed by unanimous vote (4-0).
POTENTIAL NEW MEMBERS
Steve Thacker, City Manager, reported that a new member (Mark Day) will be appointed next week at the City Council Meeting. Committee members shared contacts of potential members. Committee members will continue to recruit members as needed. April Black and Shari Meyer visited the meeting tonight. Shari has submitted a Statement of Interest already.
TRAIL SIGNAGE
The Committee discussed trail signage and the proposed trailhead kiosks. They agreed the first three kiosks should be placed at the Ford Canyon trailhead, the Deuel Creek trailhead, and the Freedom Hills Park (Freedom Switchback Trail). The Committee discussed having materials ready for inquiring Boy Scouts looking for an Eagle Scout project. Bruce Cox, Parks and Recreation Director, said he will go ahead and purchase materials for the first three kiosks. Stephanie Wheatley said she would prepare a process plan for constructing a kiosk. This can be used by Boy Scouts or other service groups to help them in completing a kiosk project. She will bring the plan to the next meeting for review by the Committee.
FORD CANYON TRAIL – Plan and Design
The Committee discussed the need to blaze the trail at Ford Canyon. Steve Thacker, City Manager, suggested having staff provide an aerial photo of the site showing the property boundaries. The Committee agreed this would be helpful in identifying trail alignment and bridge placements. The Committee also agreed to hike this site in the spring after the snow has melted.
BIKE LANES – Frontage Road
Steve Thacker, City Manager, reported he is still waiting for a response from Max Forbush, Farmington City Manager, regarding their plans for bike lanes on the Frontage Road. He is also still waiting a response from the Utah Local Transportation Assistance Proposal (LTAP) Center regarding a safety audit of the Frontage Road. He said he’ll follow-up on both of these items and report back in the future. Mr. Thacker also reminded the Committee that there was a question on the community survey regarding bike lanes. The scores are still being tabulated, but he will report back to the Committee next month regarding the results.
Stephanie Wheatly reported she did contact the Utah Bicycle Coalition and is still working on several informational leads. She will continue and report back in the future. Denise Cox said she will try and find a representative(s) from the biking community to come and participate in a discussion regarding this subject with the Committee at the next meeting.
The Committee discussed several options for bike lanes in the city. They agreed they need to continue researching options and prepare a final plan before approaching the City Council regarding bike lanes again.
MASTER TRAILS PLAN – Review/Discussion
Steve Thacker, City Manager, reminded the Committee of the purpose of completing a Trails Master Plan. He explained that the goals and objectives and an existing trails map have been completed, but there is still a need to prepare a proposed trails map before the adoption process can begin.
The Committee agreed to discuss this further at the next meeting and prepare a list of potential trails. Wendy Higgins will then meet with the GPS specialist to plot them on a map.
MISCELLANEOUS
The Committee discussed their desire to promote the trails through hosting a trail hiking class in the summer. Mark Austin agreed to contact Lisa Summers, Recreation Coordinator, to discuss this further. He will report back at the next meeting. The Committee also discussed the possibility of having T-shirts prepared for promotional purposes. Committee members will bring logo ideas to the next meeting.
NEXT MEETING
The next regularly scheduled Trails Committee meeting will be held on Wednesday, February 13, 2008 at 7:00 p.m., in lieu of February 14.
