A quorum being present at Centerville City Hall, 250 North Main Street, Centerville, Utah. The meeting of the Centerville City Planning Commission was called to order at 7:00 p.m.

MINUTES REVIEW AND APPROVAL
The minutes of the Planning Commission meeting held February 10, 2009 were reviewed. Commissioner Walton made a motion to approve the minutes as written. The motion was seconded by Commissioner Duncan and passed by unanimous vote (6-0).
TRAINING FOR COMMISSIONERS ON GENERAL POLICIES AND PROCEDURES
Lisa Romney, City Attorney, used this time to train the Planning Commission on General Policies and Procedures and their Roles and Responsibilities (printout of slide presentation attached). The Commission had an opportunity to provide input and ask questions. They also reviewed several hypothetical situations discussing how a decision might be made by the Commission in those situations. (Note: below are many of the topics discussed during the training)
• Decision-Making Bodies
- City Council, Planning Commission, Board of Adjustment
• Decision-Making
- Planning Commission’s role as a decision-making body. Recommendations vs. final decisions. What happens to a decision once it is made?
• City Council
- Legislative body which sets policy.
• Planning Commission
- Administrative body which recommends policy. Planning Commission can also initiate or recommend policy changes.
• Board of Adjustment
- Quasi-judicial body and appellate jurisdiction.
• Appeals
- Planning Commission decisions are appealed to the Board of Adjustment and then to the District Court. City Council decisions are appealed to the District Court.
• Applications/Decisions
- Reviewed the many applications/decisions that may come before the Planning Commission.
• Legislative Decisions
- Reasonably debatable. Decisions which establish law and policy. These laws and policies are generally applicable. Standard of review and findings for a legislative decision.
• Administrative Decisions
- Substantial evidence necessary. Decisions which apply the laws and policies. Applied to factually distinct, individual circumstances. Standard of review and findings for an administrative decision.
COMMUNITY DEVELOPMENT DIRECTOR’S REPORT
a. Next regularly scheduled Planning Commission meeting will be held on March 10, 2010.

• Tuesday, March 16, 2010 at 5:30 p.m., Main Street Corridor
• Wednesday, April 14, 2010 at 6:00 p.m., Foothills Management Plan
